Kelsey, Commissioner September 8, 2005 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. By Application dated August 5, 2005, Terasen Gas (Whistler) Inc. (“Terasen Whistler”) requested approval by the British Columbia Utilities Commission (“the Commission”) of a Certificate of Public Convenience and Necessity (“CPCN”) for upgrades to its propane distribution system (“the Application”); and B. The Application is for the addition of a third propane railcar offloading tower at a cost of $120,000 and a real time Supervisory Control and Data Acquisition remote plant monitoring system at a cost of $70,000, for a total Application cost of $190,000. The scheduled in-service date for the new facilities is November 1, 2005; and C. The Application states that customer propane demand is approaching system capacity, and propane railcar delivery service has been altered. Although Terasen Whistler plans to make an application to convert the propane grid system to natural gas in 2007 or 2008, it states that minor upgrades to the propane system are essential to ensure reliable service; and D. Commission Letter No. L-68-05 established a written comment process for the review of the Application that included the opportunity for submissions on the Application by September 1, 2005. 2 E. On August 25, 2005, Terasen Whistler responded to a Commission Information Request; and F. On September 7, 2005, Terasen Whistler confirmed there were no other submissions on the application; and G. The Commission concludes that the Application should be approved and also that the arrangements for the delivery of propane to the Resort Municipality of Whistler is a matter that it should monitor over winter 2005/06. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Utilities Commission Act, the Commission approves for Terasen Whistler a CPCN for the propane grid system facility upgrades as set out in the Application. 2. Terasen Whistler will file a Final Report on the construction of the facilities in a timely manner. 3. Terasen Whistler will file update reports by December 31, 2005 and March 31, 2006 on its operating experience with propane deliveries to the Resort Municipality of Whistler, including the Just-in-Time strategy, constructive placement of rail cars and the use of road truck deliveries.
