Kelsey, Commissioner ) K.L. Hall, Commissioner ) August 19, 2004 ) O R D E R WHEREAS: A. On July 29, 2004 Terasen Gas Inc. (“Terasen Gas”) filed nine storage contracts and four related transportation agreements with respect to contracting of storage capacity at the Aitken Creek Storage facility (“Aitken Creek”), the Mist Storage Facility (“Mist”) and the Jackson Prairie Storage Project (“JPS”) and the amendment of an existing Aitken agreement and replacement of a Mist agreement with Terasen Gas (Vancouver Island) Inc. (“TGVI”); and B. The Commission has reviewed the Terasen Gas filing and finds that the natural gas storage contracts and transportation agreements are in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission, pursuant to Section 71 of the Utilities Commission Act and the Rules for Energy Supply Contracts, accepts the July 29, 2004 filing from Terasen Gas for the following contracts subject to the filing of executed copies for items 2, 7, 8 and 11. • Unocal Canada Limited (“Unocal”) Aitken Creek replacement of Contract GS-4142 (executed). • Unocal Aitken Creek replacement of Contract GS-1083. • Westcoast Energy (“WEI”) 528 103m3 Transportation North capacity for GS-1083 replacement assignment from Unocal (executed). • Northwest Natural Gas Company (“NWN”) Mist replacement of Contracts GS-4148 and GS-4158 and additional Capacity (“Agreement D”) (executed) • NWN Mist redelivery transportation agreement (executed) • NWN Mist redelivery transportation agreement (executed) • Avista Energy Inc.
