Kelsey, Commissioner K.L. Hall, Commissioner September 30, 2004 O R D E R WHEREAS: A. By Letter No. L-25-03 dated June 6, 2003 the Commission determined the “Business Rules for Commodity Unbundling” and directed Terasen Gas Inc. (“Terasen Gas”) to investigate all costs associated with a number of customer entry dates; and B. Terasen Gas provided a report called the “Commodity Unbundling and Customer Choice – Phase 1 Report” dated July 18, 2003 that provided enrollment costs and recommended that the second entry date be May 1, 2005. The entry date of February 1, 2005 was to be suspended in order to ensure that systems and processes performed satisfactorily. Quarterly enrollments were to start August 1, 2005; and C. Commission Order No. G-90-03 accepted the Terasen Gas Commodity Unbundling Application dated October 27, 2003 and Revisions to the Application dated December 4, 2003 that were based on these entry dates; and D. Terasen Gas stated in its letter to the Commission of September 24, 2004 that systems and processes associated with the Commodity Unbundling Program are performing well and recommends that a February 1, 2005 entry date be allowed. . . . /2
2 NOW THEREFORE the Commission orders as follows: 1. Terasen Gas is to establish an entry date of February 1, 2005 for customers of the Commodity Unbundling Program and Terasen Gas will start accepting enrollments for this entry date after October 1, 2004. 2. Terasen Gas is to file with the Commission permanent Gas Tariff Rate Schedule amendments in accordance with this Order.
