Kelsey, Commissioner L.A. Boychuk, Commissioner November 24, 2005 O R D E R WHEREAS: A. On October 27, 2005 Terasen Multi-Utility Services Inc. (“TMUS”) applied for Commission approval to increase the Gas Cost Recovery Charge for Panorama Mountain Resort (“Panorama”) from $12.59 to $15.61 per gigajoule effective November 1, 2005, to reflect a forecast increase in its cost of propane; and B. On November 9, 2005, TMUS filed a propane supply contract between Superior Propane and TMUS dated April 1, 2005, for the period April 1, 2005 through March 31, 2007 (“Propane Supply Agreement”); and C. On November 10, 2005 TMUS revised its application to request approval of a Gas Cost Recovery Charge of $15.00 per gigajoule, which would be a 19.1 percent increase from the current rate; and D. Also on November 10, 2005 TMUS filed a letter agreement between Terasen Gas Inc. and TMUS dated September 30, 2005 that established a fixed price propane purchase for Panorama for the period November 2005 through March 2006 (“Letter Agreement”); and E. TMUS forecasts that the Gas Cost Reconciliation Account (“GCRA”) had a debit balance of $21,686 as of November 1, 2005; and . . ./2
2 F. The Commission has reviewed the submissions by TMUS. NOW THEREFORE, pursuant to Sections 61(4) and 71 of the Utilities Commission Act, the Commission orders as follows: 1. The Commission accepts for filing the Propane Supply Agreement and Letter Agreement, and will hold these documents confidential. 2. The Commission approves a Gas Cost Recovery Charge of $15.00 per gigajoule for TMUS, effective November 1, 2005. 3. TMUS will advise all Panorama customers of the Commission approvals given by this Order, in a timely fashion. 4. In its Annual Report filings TMUS will include a month-by-month summary of GCRA transactions for the year, which identifies propane quantities and propane commodity supply and related costs and the corresponding Gas Cost Recovery Charge revenue.
