Kelsey, Commissioner December 16, 2005 O R D E R WHEREAS: A. On December 14, 2005, Princeton Light and Power Company, Limited (“PLP”) applied to the Commission for approval of its permanent base rate for energy of $0.04703 per kilowatt-hour for the pass-through of power purchase costs from its supplier FortisBC Inc. (“FortisBC”), effective January 1, 2005 (“the Application”); and B. PLP on December 21, 2004 had applied to the Commission for approval to pass-through increased power purchase costs of 3.7 percent from its supplier FortisBC. The Commission by Order No. G-117-04 approved an interim rate increase of 3.7 percent for PLP, effective January 1, 2005; and C. Subsequently, on May 31, 2005 the Commission issued its Decision on the FortisBC 2005 Revenue Requirements. Commission Order No. G-52-05 approved the requested FortisBC 2005 Revenue Requirements subject to the adjustments set out in the Decision. FortisBC calculated the 2005 Revenue Requirements according to the Decision and determined that the approved general rate increase was 3.4 percent; and D. PLP requests the pass-through of energy costs at a permanent base rate of $0.04703 per kilowatt-hour, effective January 1, 2005, which reflects the 3.4 percent increase to permanent energy rates charged by FortisBC; and . . . /2

PLP submits that it has calculated the difference between the interim and permanent energy rates for its customers and then, on the July and August 2005 customer billings, has refunded to its customers the refundable energy charge, interest and GST. NOW THEREFORE pursuant to Sections 58 and 61 of the Utilities Commission Act, the Commission orders as follows: 1. The Commission approves for PLP, effective January 1, 2005, a 3.4 percent permanent increase to the energy component of its rates for all customers resulting in a permanent base rate for energy of $0.04703 per kilowatt-hour. 2. The Commission will accept, subject to timely filing, amended Electric Tariff rate schedules in accordance with the terms of this Order.
