On February 15, 2005, the Commission issued Order No. C-02-05 and its Decision on the Terasen Gas (Vancouver Island) Inc. (“TGVI”) Resource Plan Report dated June 18, 2004 (“Resource Plan”) and the TGVI Application dated August 4, 2004 for a Certificate of Public Convenience and Necessity for a Liquefied Natural Gas Storage facility on Vancouver Island (“CPCN Application”); and B. On December 8, 2004, Mr. Ken Farquharson applied for a Participant Assistance/Cost Award (“PACA”) for his participation in the proceeding on the Resource Plan and the CPCN Application; and C. On January 27, 2005, which was corrected on March 10, 2005, the British Columbia Public Interest Advocacy Centre (“BCPIAC”) on behalf of the British Columbia Old Age Pensioners’ Organization et al applied for a PACA for their participation in the proceeding on the Resource Plan and the CPCN Application; and D. By letter dated March 3, 2005, TGVI stated that it does not disagree with the two PACA applications for cost awards in the amounts requested; and . . ./2
2 E. On March 7, 2005, Mr. James Campbell applied for a PACA for his participation in the proceeding on the Resource Plan and CPCN Application; and F. On March 16, 2005, TGVI advised the Commission that Mr. Campbell’s application for a PACA exceeded the Commission’s Guidelines on reimbursable daily meal allowance; and G. The Commission has reviewed the PACA applications with regard to the criteria and rates set out in the Commission Order No. G-15-04. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to the following for their participation in the proceeding on the Resource Plan and CPCN Application: Application BCPIAC (revised) $43,287.37 Mr. Ken Farquharson $2,021.48 Mr. James Campbell $369.05 * Mr. Campbell’s PACA claim has been reduced to allow for Breakfast and Lunch on the LNG Plant site visit and for Lunch at the Nanaimo hearing. 2. TGVI is directed to reimburse the above-noted participants for the total amounts awarded in a timely fashion.
