Kelsey, Commissioner October 6, 2005 L.A. Boychuk, Commissioner O R D E R WHEREAS: A. By letter dated September 30, 2005, Sun Peaks Utilities Co., Ltd. (“SPUCL”) filed an application requesting British Columbia Utilities Commission (“Commission”) approval of increases to propane commodity rates effective October 1, 2005: and B. On October 4, 2005, SPUCL filed a revised application that requested an increase in the Gas Commodity Charge Propane from the current rate of $13.53/GJ to $15.55/GJ and the implementation of a Gas Commodity Charge GCRA of $1.1915/GJ, effective October 1, 2005 (the Revised Application”); and C. The requested combined rate increase in the Revised Application of $3.2115/GJ would increase residential annual bills by approximately 11 to 17 percent, and would increase commercial bills by approximately 17 to 18 percent; and D. SPUCL has established a fixed price for a quantity of propane deliveries commencing November 2005. Including the effect of the fixed price purchase, SPUCL forecasts that the cost of propane for October 2005 through September 2006 will be $0.398 per litre ($15.68/GJ); and E. In the Revised Application, SPUCL projects that the Gas Cost Reconciliation Account (“GCRA”) will have a debit balance for commodity of $171,000 at the end of September 2005, and requested approval of a Gas Commodity Charge GCRA that will pay back this balance over approximately two years; and F. SPUCL has stated that it has informed all customers of the proposed rate increase in its September 2005 Newsletter and will do so again in its October 2005 Newsletters: and G. The Commission has considered the Revised Application. . . ./2
2 NOW THEREFORE, pursuant to Section 61(4) of the Utilities Commission Act, the Commission orders as follows: 1. A Gas Commodity Charge Propane of $15.55/GJ is approved effective October 1, 2005. 2. A Gas Commodity Charge GCRA of $1.1915/GJ is approved effective October 1, 2005. 4. The Commission will hold SPUCLs September 30 and October 4, 2005 submissions as confidential. 5. SPUCL is to advise all customers of the Commission approval given by this Order. 6. By November 30, 2005, SPUCL is to file an explanation of the reasons why Unaccounted For propane is expected to be 7.18 percent in 2005.
