Hobbs, Chair N.F. Nicholls, Commissioner July 12, 2005 O R D E R WHEREAS: A. By application dated July 7, 2005, the British Columbia Transmission Corporation (“BCTC”) requested that the British Columbia Utilities Commission (the “Commission”) grant a Certificate of Public Convenience and Necessity (“CPCN”) for the Vancouver Island Transmission Reinforcement Project (“VITR”) to reinforce the electric transmission system serving Vancouver Island and the Southern Gulf Islands (the “Application”); and B. The VITR consists of a new 67 kilometer 230 kilovolt (“kV”) transmission line between South Delta and North Cowichan that will replace an existing 138 kV line, plus certain upgrading of the second existing 138 kV line; and C. BCTC proposes to construct the new 230 kV line entirely within the existing 138 kV right-of-way, and to place underground 3.7 km of the new 230 kV line in the community of Tsawwassen ; and D. The VITR is estimated to cost $245 million, and is scheduled to be in service by October 2008; and E. In the Application, BCTC also requests approval, contingent upon confirmation of external funding, to underground the VITR in public streets and/or to advance the underground replacement of the second 138 kV line in the Tsawwassen area; and F. The Commission considers that a Procedural Conference is required to hear submissions on the regulatory process for the review of the Application. NOW THEREFORE the Commission orders as follows: 1. A Procedural Conference regarding the regulatory process for the review of the BCTC Application for a CPCN for the VITR will be held on Thursday, August 4, 2005 commencing at 9:00 a.m. in the Commission Hearing Room on the Sixth Floor, 900 Howe Street, Vancouver, B.C., to address procedural matters which will include, but may not be limited to, the following: …/2
BRITISH COLUMBIA UTILITIES COMMISSION ORDER NUMBER G-70-05 2 • identification of the principal issues arising from or related to the Application; • scope of the Commission’s review of the Application; • whether Intervenors intend to file evidence; • whether the review should proceed by an oral or written public hearing, or some other process; • if there is an oral hearing, the location(s) for the hearing; • steps and timetable associated with the regulatory review process; and • other matters that will assist the Commission to efficiently review the Application. 2. After the Procedural Conference, the Commission will issue a further procedural Order and Regulatory Agenda for the review of the Application. 3. BCTC will publish, as soon as possible, in display-ad format, the Notice of Procedural Conference attached as Appendix A to this Order, in the Vancouver Sun and Province, the Victoria Times Colonist, and such other appropriate local news publications as may properly provide adequate notice to the public in the affected service area. 4. The Application, together with any supporting materials, will be made available for inspection at the BCTC Vancouver Head Office, and at the Commission’s office. 5. Intervenors and Interested Parties should register with the Commission, in writing, by Friday, July 29, 2005 and advise whether they will attend the Procedural Conference. Intervenors should specifically state the nature of their interest in the Application and identify generally the nature of the issues that they intend to pursue during the proceeding and the nature and extent of their anticipated involvement in the review process. 6. Commission Information Request No. 1 to BCTC will be issued on Friday, August 5, 2005 and BCTC will respond to Commission Information Request No. 1 on Friday, August 26, 2005.
