Application for Approval of Forecast Rates and Revenue Requirements for years 2006 to 2007 and Revenue Deficiency Deferral Account balance as at December 31, 2004 On July 20, 2005, Terasen Gas (Vancouver Island) Inc. (“TGVI”) filed pursuant to Sections 60 and 23 of the Utilities Commission Act and Order in Council 1510, dated December 13, 1995, for approval of TGVI’s forecast rates and Cost of Service for the years 2006 and 2007 and its Revenue Deficiency Deferral Account balance as at December 31, 2004 (the “Application”). In its Application TGVI proposed that the process relating to the review of the Application commence with a Commission led Workshop to discuss the Application and provide further information to Commission Staff and interested parties, and that a Negotiated Settlement Process (“NSP”) be implemented for the review and acceptance of the Application. The Commission wishes to receive comments from TGVI and TGVI’s past Intervenors on the process to review the Application. The Commission has attached as Appendix A to this Letter a Draft Regulatory Agenda and Timetable for an NSP. Participants are requested to provide their comments by Wednesday, August 10, 2005 on the following items: 1) whether to review the Application through an NSP; 2) any concerns with the Draft Regulatory Agenda and Timetable; and 3) any concerns in not holding a Commission Pre-Hearing Conference.
