Kelsey, Commissioner July 14, 2005 L.A. Boychuk, Commissioner O R D E R WHEREAS: A. On June 28, 2005, Plateau Pipe Line Ltd. (“Plateau”) filed with the Commission an application for approval of revised 2005 tolls on its Northeast B.C. (“NEBC Pipeline”) and Blueberry Crude Oil Pipelines, effective August 1, 2005 (“the Application”); and B. Plateau provided all Shippers on the Pipelines with a copy of the Application which requests a 100% increase in tolls from the receiving points on the NEBC Pipeline and a single rate of $11.00/m3 from the receiving points on the Blueberry Pipeline to the Taylor, B.C. tank farm effective August 1, 2005. The single rate on the Blueberry Pipeline decreases the rate for one receiving point and increases the rates for four receiving points; and C. Plateau has also applied to eliminate the Blueberry Pipeline tariff supplemental toll for the Blueberry Area and NEBC Pipeline tariff supplemental tolls for 04-33-88-16 W6, 04-28-88-16 W5, 08-11-86 12 W6; and increase the supplemental toll from 06-14-84-18 W6 on the NEBC Pipeline by $0.11/m 3 effective August 1, 2005; and D. As at the date of the Order the Commission had not received comments or complaints from any Shippers on the Pipelines; and E. The Commission has considered the Application and finds that approval is warranted. . . . ./2
BRITISH COLUMBIA UTILITIES COMMISSION ORDER NUMBER P-4-05 2 NOW THEREFORE pursuant to Section 44 of the Pipeline Act, the Commission orders as follows: 1. The Commission approves for Plateau an interim toll increase, effective August 1, 2005, pursuant to its June 28, 2005 Application for revised tolls on its crude oil Pipelines: Northeast British Columbia Pipeline Tariff No. 2K Blueberry-Taylor Pipeline Tariff No. 04 2. The Commission approves the elimination of the Blueberry Pipeline Tariff supplemental toll for the Blueberry Area. 3. The Commission approves the elimination of the NEBC Pipeline Tariff supplemental tolls for the following areas: 4-33-88-16 W6 04-28-88-16 W5 08-11-86 12 W6 4. The Commission approves the $0.11/m 3 increase in NEBC Pipeline Tariff supplemental toll 06-14-84-18 W6. 5. The approved tolls are interim and subject to review by the Commission following receipt of a complaint by one or more Shippers on the Pipelines within 60 days of this Order. The difference between the January 1, 2005 permanent rates and the August 1, 2005 interim rates are subject to refund with interest at the average prime rate of the principal bank with which Plateau conducts its business. 6. Plateau is to provide all Shippers on the Pipelines with a copy of this Order and provide such confirmation to the Commission.
