V6Z 2N3 CANADA BC TOLL FREE: 1-800-663-1385 web site: http://www.bcuc.com FACSIMILE: (604) 660-1102 IN THE MATTER OF the Utilities Commission Act, R.S.B.C. 1996, Chapter 473 and British Columbia Hydro and Power Authority Amendments to Modified Demand Transmission Service Rate Schedule 1852 BEFORE: L.A. Boychuk, Commissioner April 27, 2006 O R D E R WHEREAS: A. On April 19, 2006, BC Hydro and Power Authority (“BC Hydro”) applied to the Commission for approval of an amendment of the Modified Demand Transmission Service – Rate Schedule 1852 (“RS1852”) and an amendment of the associated Electric Tariff Supplement No. 54; and B. The amendments address potential confusion for customers taking service under RS1852 in so far as High Load Hours (“HLH”) are defined in RS1852 as certain hours of each day Monday to Friday irrespective of whether that day is a statutory holiday; and C. This definition issue is unique to RS1852 and inconsistent with other transmission service rate schedules. Therefore, BC Hydro proposes amendments to RS1852 to exclude statutory holidays from the definition of HLH; and D. BC Hydro states that its proposed change will not have any material impact on the curtailment benefits received by BC Hydro from RS1852 because loads are relatively low on statutory holidays and curtailments are typically called on non-statutory-holiday weekdays when loads are higher. …/2
