The Commission subsequently received letters from Island Residents Against High Voltage Overhead Lines(“IRAHVOL”) (Exhibit C34-4), Tsawwassen Residents Against High Voltage Overhead Lines Society (“TRAHVOL”) (Exhibit C3-18) and the Corporation of Delta (Exhibit C5-5) requesting an extension for the date for filing Intervenor Evidence to October 20, 2005. The Commission Panel has considered these requests, and amends the Revised Regulatory Timetable for the VITR Proceeding so that the date for filing Intervenor Evidence is changed to Wednesday, October 19, 2005 (Exhibit A-17). By letter dated October 7, 2005, counsel for BCTC requested confirmation by the Commission that Sea Breeze Pacific Regional Transmission System, Inc. (“Sea Breeze”) is to file a formal motion seeking consolidation of its CPCN Application with the VITR Application and that in the motion Sea Breeze should address several matters (Exhibit B-16). The Commission Panel agrees that a more complete filing from Sea Breeze will enable parties to better prepare for the October 21, 2005 Pre-hearing Conference. The Commission Panel directs Sea Breeze to file, by Tuesday, October 18, 2005, a formal statement of its application for consolidation, its reasons in support of the application and a proposed regulatory timetable for a consolidated proceeding to hear the Sea Breeze and BCTC CPCN Applications. The Commissions August 9, 2005 letter encouraged participants who want issues included within the scope of the VITR proceeding that have been the subject of prior Commission decisions, to identify these issues in writing by October 12, 2005 (Exhibit A-6). The October 7, 2005 letter from counsel for BCTC identified four issues from prior Commission decisions that it believes are relevant to the VITR proceeding (Exhibit B-16). BCTC counsels …/2
LETTER NO. L-87-05 2 letter acknowledged that TRAHVOL has indicated it wishes to address the 2007 zero-rating of the HVDC system, and stated that if other parties believe the other decisions that BCTC has identified should be re-opened, they should indicate this by October 12, 2005. Given the delayed filing of information requests by BCTC, the Commission Panel extends the date for identifying such issues to Monday, October 17, 2005. By letter dated October 7, 2005, IRAHVOL requested that the scope of the VITR proceeding, as it relates to socio-economic and environmental issues such as the health effects of electromagnetic fields and the impact of the proposed project on property values, be placed on the agenda for the October 21, 2005 Pre-hearing Conference (Exhibit C34-5). The Commission Panel advises that both the appropriateness, at this time in the proceeding, of a scope decision with respect to the issues raised in Exhibit C34-5 and, assuming such a decision is determined to be appropriate, the scope decision will be on the agenda for the October 21, 2005 Pre-hearing Conference.
