O R D E R
WHEREAS:
A. By an Application dated June 16, 2006, Marauder Resources West Coast Inc. (“Marauder”) applied pursuant
to Section 65 of the Utilities Commission Act (the “Act”) for an Order declaring Canadian Natural Resources
Ltd. (“CNRL”) to be a common carrier and common processor of natural gas produced from the Velma
Bluesky (2600) Pool (the “Pool”) (the “Marauder CNRL Application”); and
B. By an Application dated June 16, 2006, Marauder also applied pursuant to Section 65 of the Act for an Order
declaring Pioneer Natural Resources Canada Inc. (“Pioneer”) to be a common carrier and common processor
of natural gas produced from the Velma Bluesky (2600) Pool (the “Marauder Pioneer Application”); and
C. In each of the Marauder CNRL Application and the Marauder Pioneer Application (collectively, the
“Applications”), Marauder requests that an order made by the Commission in response to the Applications to
be effective as of the date of the Applications and that, in the event it is necessary to share production from
the Pool, the Commission direct the proportion of production to be taken by the common carrier from each
producer or owner; and
D. Marauder submitted the same data in support of both of the Applications and states that its intention is for the
two Applications to be reviewed as one larger application with appropriate parties involved; and
E. The Commission considers that a Workshop regarding the Applications and a Procedural Conference to hear
submissions on the regulatory process for the review of the Applications are required.

NOW THEREFORE the Commission orders as follows:
1. A Workshop regarding the Marauder Applications for Orders declaring CNRL and Pioneer to be common
carriers and common processors of natural gas produced from the Velma Bluesky (2600) pool will be held on
Tuesday, August 1, 2006 in the Commission Hearing Room on the Sixth Floor, 900 Howe Street, Vancouver,
B.C., commencing at 1:30 p.m.
2. A Procedural Conference regarding the regulatory process for the review of the Marauder Applications will
be held on Wednesday, August 2, 2006 in the Commission Hearing Room on the Twelfth Floor, 1125 Howe
Street, Vancouver, B.C., commencing at 9:00 a.m. The Procedural Conference will address procedural
matters that include, but may not be limited to, the following:
•
identification of the principal issues arising from or related to the Applications;
•
scope of the Commission’s view of the Applications;
•
should the two Applications be reviewed in the same proceeding;
•
whether Intervenors intend to file evidence;
•
whether the review should proceed by an oral or written public hearing, or some other process;
•
if there is an oral hearing, the location(s) for the hearing;
•
steps and timetable associated with the regulatory review process; and
•
other matters that will assist the Commission to efficiently review the Applications.
3. After the Procedural Conference, the Commission will issue a further procedural Order and Regulatory
Agenda for the review of the Applications.
4. Marauder will publish, as soon as possible, in display-ad format, the Notice of Workshop and Procedural
Conference attached as Appendix A to this Order, in the Vancouver Sun and Province, the Victoria Times
Colonist, the Calgary Herald and the Alaska Highway News.
5. The Application, together with any supporting materials, will be made available for inspection at the
Marauder office at #710, 633 6

Avenue SW in Calgary, and at the Commission’s office.
6. Intervenors and Interested Parties should register with the Commission, in writing, by Tuesday, July 25, 2006
and advise whether they will attend the Workshop and Procedural Conference. Intervenors should
specifically state the nature of their interest in the Applications and identify generally the nature of the issues
that they intend to pursue during the proceeding and the nature and extent of their anticipated involvement in
the review process.

THE APPLICATIONS
By Applications dated June 16, 2006, Marauder requests Orders from the Commission declaring Canadian

processors of natural gas produced from a Bluesky (2600) Pool in the Velma Field. Marauder requests that the
Orders be effective as of the date of the Applications and that the Commission direct the proportion of production
to be taken from each producer and owner, and states that it intends that the two Applications be reviewed as one
larger application.
THE REGULATORY PROCESS
As set out in Order No. G-85-06, the Commission will hold a Workshop on the Applications on Tuesday,
August 1, 2006, in the Commission Hearing Room on the Sixth Floor at 900 Howe Street in Vancouver,
commencing at 1:30 p.m. The Commission will also hold a Procedural Conference regarding the regulatory
process for the review of the Applications on Wednesday, August 2, 2006 in the Commission Hearing Room on
the Twelfth Floor at 1125 Howe Street in Vancouver, commencing at 9:00 a.m.
Following the Procedural Conference, the Commission will issue a further procedural Order and Regulatory
Agenda to registered parties.

Persons who expect to actively participate in the BCTC proceeding should register as Intervenors with the
Commission, and should identify the issues that they intend to pursue and the nature and extent of their
anticipated involvement in the review process. Persons not expecting to actively participate, but who have an
interest in the proceeding should register as Interested Parties. Interveners and Interested Parties are to register in
writing, by Tuesday, July 25, 2006, identifying their interest in the Applications, and indicating whether they plan
to attend the Workshop and Procedural Conference.
Intervenors will each receive a copy of the Applications and all correspondence and filed documentation, and
should provide an e-mail address if available. Interested Parties will receive a copy of the Executive Summary in
the Applications, and all Orders and Decisions issued.
