Kelsey, Commissioner O R D E R WHEREAS: A. On March 9, 2006, FortisBC Inc. (“FortisBC”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) for the Big White Supply Project; and B. The Commission in the 2005-2024 System Development Plan and 2005 Resource Plan Decision (Order No. G-52-05) designated this project as requiring a CPCN; and C. The application is to construct and extend a 34km, 138 kV transmission line from the Joe Rich Substation to a new substation to be built at the Big White Village at a cost of $20.3 million. The project involves approximately 23 km of new transmission line; and D. FortisBC has received public interest in this project evidenced by the public participation at two open house sessions; and E. The Commission determines that an Oral Public Hearing is necessary to review this application. NOW THEREFORE the Commission orders as follows: 1. The Commission requires the application to be reviewed by an Oral Public Hearing process according to the Regulatory Timetable attached as Appendix A to this Order. 2. FortisBC is to publish notification of the Regulatory Timetable, attached as Appendix B, in all local and community newspapers in the general service area by April 21, 2006 and shall be run on two occasions. Application for a Certificate of Public Convenience and Necessity to Construct and Operate the Big White Supply Project NOTICE OF ORAL PUBLIC HEARING PROCESS THE APPLICATION On March 9, FortisBC applied to the Commission for approval to construct and operate a 138 kV transmission Line from the Joe Rich Substation in Kelowna to a new Substation at the Big White Village at an estimated cost of $20.3 million. THE REGULATORY PROCESS The Commission has established that an Oral Public Hearing Process for the review of the Application is required. PUBLIC INSPECTION OF THE DOCUMENTS The FortisBC CPCN Application and supporting material will be made available for inspection at the Utility’s Head Office in Kelowna at the Landmark IV, 5 th Floor, 1628 Dickson Avenue, Kelowna, B.C., its Trail Office at 1290 Esplanade, Trail, B.C., and at the Public Library in Grand Forks, B.C. and the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. REGISTERING TO PARTICIPATE Unless they have already registered, persons who expect to actively participate in the FortisBC proceeding should register as Intervenors with the Commission, in writing, by Friday May 5 2006. Requests for Participant funding should also be submitted by May 5, 2006. Intervenors will receive copies of the Application, all correspondence and filed documentation. Persons not expecting to actively participate, but who have an interest in the FortisBC proceeding should register as Interested Parties with the Commission, in writing, by the same date.
