On June 29, 2004, the Commission, by Order G-61-04, approved for British Columbia Transmission Corporation (“BCTC”) a Reliability Management System (“RMS”) Agreement which includes a Reliability Criteria (“RC”) Agreement and includes four amendments previously approved by the Commission; and B. On February 10, 2006 BCTC applied for approval of the Fifth Amendment to the Reliability Criteria Agreement to be effective as of May 1, 2005; and C. The Fifth Amendment incorporates modifications to the Qualified Path Unscheduled Flow Relief Criterion which was developed with the participation of all WECC members and approved by the WECC Board of Directors on April 8, 2005 and BCTC advises that it results in fewer disturbances on the WECC system and increases system reliability; and D. The Commission notes that British Columbia Hydro and Power Authority (“BC Hydro”) and FortisBC Inc. (“FortisBC”) are signatories to the Fifth Amendment Agreement and that BC Hydro and FortisBC are also signatories to the RMS and RC Agreements and amendments previously approved by the Commission; and NOW THEREFORE the Commission approves for BCTC, BC Hydro, and FortisBC the Fifth Amendment to the Reliability Criteria Agreement dated May 1, 2005, pursuant to Sections 23 and 38 of the Utilities Commission Act, effective May 1, 2005.
