On August 22, 2005 the Insurance Corporation of British Columbia (“ICBC”) submitted an application for approval of its 2006 Revenue Requirements for Universal Compulsory Automobile Insurance (“Basic Insurance”), a filing relating to ICBC’s Basic Insurance Capital Management Plan, an application for approval of refinements to certain performance measures, a filing of information on seven financial allocation functions and an application for approval of changes to certain allocation functions (the “Application”). BRITISH COLUMBIA UTILITIES COMMISSION ORDER NUMBER F-10-06 2 the British Columbia Utilities Commission (“Commission”) in its Decision dated January 19, 2005 and includes additional information and applications. In the Application, ICBC advised that it is not applying for a change to Universal Compulsory Automobile Insurance rates; and B. ICBC’s Application was subsequently revised to include a request for an interim and permanent Basic Insurance premium rate increase in 2006 of 6.5 percent (”Revised Application”); and C. Following an oral public hearing, the Commission on July 13, 2006 by Order No. G-86-06 issued its Decision on ICBC’s Application and Revised Application; and D. On May 11, 2006, the Consumers’ Association of Canada (BC) (“CAC”) applied for a Participant Assistance Cost Award (“PACA”) for its participation in the ICBC oral public hearing concerning its 2006 Revenue Requirements for Basic Insurance; and E. On May 25, 2006, the British Columbia Public Interest Advocacy Centre (“BCPIAC”) submitted a PACA bill of costs on behalf of the BC Old Age Pensioners’ Organization et al. (“BCOAPO”) for its participation in the ICBC oral public hearing concerning its 2006 Revenue Requirements for Basic Insurance; and F. The Commission has reviewed the applications for cost awards with regard to the criteria and rates set out in Order No. G-15-04. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act (“the Act”), the Commission awards $17,976.00 to CAC for its participation in ICBC’s 2006 Revenue Requirements public hearing proceeding. 2. Pursuant to Section 118(1) of the Act, the Commission awards $101,265.00 to BCPIAC/BCOAPO for its participation in ICBC’s 2006 Revenue Requirements public hearing proceeding. 3. ICBC is directed to reimburse CAC and BCPIAC/BCOAPO for the total amounts awarded in a timely fashion.
