Kelsey, Commissioner L.A. Boychuk, Commissioner March 23, 2006 O R D E R WHEREAS: A. Commission Order No. G-51-03 approved for Terasen Gas Inc. (“Terasen Gas”) a Negotiated Settlement for 2004 to 2007. The Settlement required Terasen Gas to hold an Annual Review each November with projections and forecasts provided three weeks in advance; and B. Commission Order No. G-104-05 scheduled for Terasen Gas an Annual Review and Regulatory Timetable commencing on November 22, 2005; directed Terasen Gas to file advance material by October 17, 2005; and to provide a copy of the material to participants in the Settlement discussions. The Regulatory Timetable was revised by Order No. G-106-05; and C. Following the 2005 Annual Review Terasen Gas applied for approval of its 2006 Revenue Requirements and Delivery Rates pursuant to the terms of the 2004-2007 Negotiated Settlement; and D. The Commission, by Order No. G-132-05, approved Terasen Gas 2006 Revenue Requirements application and issued its Reasons for Decision; and E. On March 3, 2006, the Commercial Energy Consumers Association of British Columbia (“CEC”) applied for a Participant Assistance Cost Award (“PACA”) for its participation in the Terasen Gas 2005 Annual Review; and F. On March 10, 2006, Terasen Gas reviewed the CEC PACA application and advised the Commission that it had met the Commissions criteria for reimbursement; and G. The Commission has reviewed the CEC PACA application with regard to the criteria and rates set out in Commission Order No. G-15-04 and approves the request pursuant to the rates set out in the Guidelines. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to CEC for its participation in the Terasen Gas 2005 Annual Review in the amount of $9,700.20. 2. Terasen Gas is to reimburse CEC for the total amount awarded in a timely fashion. DATED at the City of Vancouver, in the Province of British Columbia, this day of March 2006.
