V6B 5R4 Dear Ms. Sofield: Re: British Columbia Hydro and Power Authority (“BC Hydro”) Application to Amend the Customer Baseline Load Determination Guidelines The Customer Baseline Load Determination Guidelines (“CBL Guidelines”), as agreed to in the Negotiated Settlement concerning BC Hydros March 2005 Transmission Service Rate Application and approved by Commission Order G-79-05, contain a six month notice requirement for Rate Schedule 1823 (“RS 1823”) customers that wish to aggregate or disaggregate CBLs. By letter dated September 21, 2006, BC Hydro requests Commission approval to amend its CBL Guidelines to alter the notice requirement from six months to two months. BC Hydro indicates in its letter that the amendment application has arisen as a result of a number of requests from RS 1823 customers and from the Joint Industry Electricity Steering Committee. By way of a letter dated September 22, 2006 to Intervenors in the Transmission Service Rate proceeding, the Commission requested comments on the BC Hydro request. The Commission has received two letters regarding the requested amendment, one in support of the amendment and one not opposed to it. The Commission has reviewed the request and the letters of comment and hereby approves the requested amendment for BC Hydro. BC Hydro is requested to file the amended CBL Guidelines as a Tariff Supplement. Yours truly, Original signed by Robert J.
