Ltd. for Approval of New Commercial Firm Transportation Service Tariff for the Fort St. John and Dawson Creek Service Areas BEFORE: L.F. Kelsey, Commissioner L.A. Zaozirny, Commissioner October 11, 2006 O R D E R WHEREAS: A. On September 26, 2006 Pacific Northern Gas (N.E.) Ltd. (“PNG(N.E.)”) applied for approval of a commercial firm transportation service tariff to be effective November 1, 2006 that includes the General Terms and Conditions for Commercial Firm Transportation Service and rates as set out in the Table of Charges on Original Sheet page 25; and B. The General Terms and Conditions of Service are the same as those that apply for Rate Schedule 23, Commercial Firm Transportation Service for Pacific Northern Gas Ltd.; and C. The PNG(N.E.) 2007 revenue requirements proceeding will provide a forum to review the rate levels as set out on Table of Charges on Original Sheet Page 25 for the Fort St. John/Dawson Creek service area; and D. The Commission has reviewed the PNG filing and is satisfied that an interim commercial transportation tariff is appropriate and in the public interest. NOW THEREFORE pursuant to Section 61(4) of the Utilities Commission Act, the Commission orders as follows: 1. The Commission approves on an interim basis effective November 1, 2006 for PNG(N.E.) General Terms and Conditions for Rate Schedule 23 Commercial Firm Transportation Service for the Fort St. John/Dawson Creek service area. . . . /2

The Commission also approves on an interim basis the proposed rate levels as set out on the Table of Charges on Original Sheet Page 25 of Rate Schedule 23 for the Fort St. John/Dawson Creek service area effective November 1, 2006. The interim Rate Schedule 23 rates will be reviewed as part of the review of the 2007 PNG(N.E.) Revenue Requirements application. Should the final rates be lower than the interim rates, the difference will be refunded with interest to the affected customers.
