Kelsey, Commissioner January 25, 2007 L.A. Zaozirny, Commissioner O R D E R WHEREAS: A. On January 5, 2007 Plateau Pipe Line Ltd. (“Plateau”) filed with the Commission an application for the approval of 2007 revised tariff and supplemental toll information for the Northeast BC Pipelines (“NEBC Pipelines”) and the Blueberry to Taylor Pipeline (“Blueberry Pipeline”), effective February 1, 2007 (the “Application”); and B. During discussions with Commission staff on January 18, 2006, Plateau identified deficiencies in the Application. On January 23, 2006 filed an amended Application (the “Amended Application”); and C. The Amended Application requests approval of the following tariff and supplemental toll information, effective February 1, 2007: • A $1.50/m 3 tariff reduction at all locations on the NEBC Pipelines, excluding condensate from the McMahon plant. • The addition of a new tariff rate and supplemental toll for location 15-26-84-14 W6M on the NEBC Pipelines. • The deletion of the tariff rates and supplemental tolls for batteries 04-33-88-16 W6M and 04-28-88-16 W6M on the NEBC Pipelines. • The deletion of the supplemental tolls for batteries 13-15-88-16 W6 and 05-28-86-18 W6 on the NEBC Pipelines. • A $1.00/m 3 tariff increase from $11.00/m 3 to $12.00/m 3 for all locations on the Blueberry Pipeline; and D. Plateau forecasts a cumulative deficit of $8,654 on the NEBC Pipelines at the end of 2007; and E. Plateau forecasts a cumulative deficit of $0.7 million on the Blueberry Pipeline at the end of 2007; and . . . ./2
2 F. Plateau has filed an updated Shippers and Producers list with the Commission; and G. Plateau has provided all Shippers and Producers on the NEBC Pipelines and Blueberry Pipeline with a copy of the Application and no complaints on the Application have been received by the Commission; and H. The Commission has reviewed the Amended Application and finds that approval is warranted. NOW THEREFORE pursuant to Section 44 of the Pipeline Act, the Commission orders as follows: 1. The Commission approves the Amended Application, effective February 1, 2007 as filed in: • Northeast British Columbia Pipelines Tariff and Supplemental Toll Rate Tariff No. 2L • Blueberry-Taylor Pipeline Tariff and Supplemental Toll Rate Tariff No. 5 2. The approved tolls are permanent and subject to review by the Commission in the event of a complaint by one or more Shippers on the pipelines within 60 days of this Order. If a complaint is received by the Commission after 60 days of this Order, any adjustments in tolls will be on a prospective basis. 3. Plateau is to provide all Shippers on the pipelines with copies the Amended Application and this Order, and provide such confirmation the Commission.
