(“PNG(NE)”) regarding Natural Gas Commodity Charges effective April 1, 2007 for the PNG-West, Granisle, Fort St. John/Dawson Creek and Tumbler Ridge Service Areas BEFORE: L.F. Kelsey, Commissioner L.A. Zaozirny, Commissioner March 14, 2007 O R D E R WHEREAS: A. On March 13, 2007, PNG and PNG(NE) filed their First Quarter 2007 Report on gas supply costs and Gas Cost Variance Account (“GCVA”) balances (“the Report”) for PNG-West, Granisle, Fort St. John/Dawson Creek and Tumbler Ridge based on March 12, 2007 natural gas and propane forward prices; and B. PNG(NE) requests approval of an increase in the GCVA credit rate rider for core sales customers in Tumbler Ridge from $0.427/GJ to $1.310/GJ, which will reduce gas rates by $0.883/GJ; and C. PNG(NE) also requests approval for the current Company use credit rate rider of $0.686/GJ to be revised to a debit rate rider of $0.197/GJ, which will increase gas rates by $0.883/GJ. The combined effect of the changes to the GCVA and Company use rate riders will result in no net change to gas rates; and D. In the Report, PNG and PNG(NE) recommend that no other changes be made to commodity rates and rate riders for their service areas as of April 1, 2007; and E. The Commission concludes that the requested changes to GCVA and Company use rate riders for the Tumbler Ridge service area should be approved. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 61(4) of the Act, the Commission approves for the PNG(NE) Tumbler Ridge service area a permanent GCVA credit rate rider of $1.310/GJ and a permanent Company use debit rate rider of $0.197/GJ, effective April 1, 2007. PNG(NE) is to communicate rate change information to all affected customers. 2. The Commission accepts the recommendation that no other changes be made to the Gas and Propane Supply Recovery Charges or GCVA and Company use rate riders for the PNG and PNG(NE) service areas, effective April 1, 2007.
