O R D E R
WHEREAS:
A. On August 23, 2007, Central Heat Distribution Limited (“CHDL”) filed with the Commission, pursuant to
Sections 58 and 61 of the Utilities Commission Act (the “Act”), an application to increase its Steam Tariff
Schedule of Charges by 10.51 percent effective October 1, 2007, on a permanent basis (the “Application”);
and
B. The Application contains a customer notice regarding the requested increase in steam charges that CHDL
intended to send to all of its customers; and
C. Commission Order No. G-99-07 set an intervenor registration deadline of September 7, 2007 and required
CHDL to provide its current and prospective customers with a copy of the Order, the Executive Summary of
the Application and the customer notice by August 31, 2007. A timetable for further review of the
Application would be made by a future Order that would be sent to all Registered Intervenors; and
D. CHDL filed an affidavit confirming that a copy of Commission Order No. G-99-07, the Executive Summary
of the Application and the customer notice was provided to CHDL’s current and prospective customers by
August 31, 2007. No customers intervened by the registration deadline; and
E. On August 27, 2007, the Commission issued Information Request No. 1, which CHDL responded to on
September 10, 2007; and
F. On September 14, 2007, the Commission issued Information Request No. 2, which CHDL responded to on
September 18, 2007; and
G. The Commission is undertaking a review of the Application and CHDL’s responses to Information Requests,
which will result in permanent rates not being established prior to October 1, 2007; and
H. The Commission considers that interim rates and a regulatory timetable should be established for review of
the Application.

NOW THEREFORE the Commission orders as follows:
1. The Commission, pursuant to Section 89 of the Act, approves for CHDL an interim increase in Steam Tariff
Schedule of Charges by 10.51 percent effective October 1, 2007.
2. The differences between the 2007 interim increase and the permanent Steam Tariff Schedule of Charges that
are determined by the Commission following consideration of this Application are subject to refund with
interest at the average prime rates of CHDL’s principal bank as set out in a Commission Order that establishes
the permanent Steam Tariff Schedule of Charges for CHDL.
3. The CHDL Application will be examined through a Negotiated Settlement Process commencing at 10:00 a.m.
on Tuesday, October 2, 2007 in the Commission Boardroom at the Sixth Floor, 900 Howe Street, Vancouver,
B.C., V6Z 2N3.
4. CHDL is to provide a copy of this Order to its current and prospective customers by Friday, September 21,
2007.
5. CHDL is to provide an affidavit to the Commission by Tuesday, September 25, 2007 confirming that this
Order has been distributed to its current and prospective customers and include, in confidence if required, a
list of customers that received this Order.
6. Customers of CHDL who intend to participate in the Negotiated Settlement Process are to advise the
Commission by Thursday, September 27, 2007 by email to Commission.Secretary@bcuc.com or by facsimile
at (604) 660-1102. The Commission has established “Negotiated Settlement Process Guidelines” which are
available on the website at: http://www.bcuc.com/Documents/Guidelines/NSPGuidelines_Jan2001.pdf.
