Kelsey, Commissioner L.A. Zaozirny, Commissioner August 9, 2007 O R D E R WHEREAS: A. British Columbia Transmission Corporation (“BCTC“) filed on July 25, 2007, pursuant to Sections 60 and 61 of the Utilities Commission Act an Application (“Application”) for approval of terms and conditions for: • Spinning Reserve transmission service, • Contingency Reserve transmission service, and • Mixed Class Wheelthrough transmission service (collectively, the “Services”); and B. BCTC indicated that the Services are currently offered under BCTC’s business practices and that it has concluded that it would be clearer and more appropriate to have the terms and conditions of the Services incorporated into the BCTC tariff; and C. BCTC has stated that the draft language reflects the service as it is provided pursuant to BCTC’s business practices that were accepted for filing by the Commission on February 27, 2006; and D. BCTC posted tariff language for the Services for comment by customers on the BCTC OASIS site and, aside from one request for clarification, received no comments; and E. The Commission has reviewed the Application and determined that approval is in the public interest. . . ./2
