O R D E R
WHEREAS:
A. On November 5, 2007 British Columbia Transmission Corporation (“BCTC”) filed with the British Columbia
Utilities Commission (the “Commission”) pursuant to Sections 45 and 46 of the Utilities Commission Act
(the “Act”), an Application for a Certificate of Public Convenience and Necessity (“CPCN”) for the Interior
to Lower Mainland Transmission Project (“ILM Project”) to reinforce the electric transmission system (the
“Application”); and
B. The ILM Project consists of a new 500 kV Alternating Current transmission line between Nicola substation
near Merritt and Meridian substation in Coquitlam, and a new 500 kV series capacitor station which would be
located approximately at the midpoint of the new circuit; and
C. BCTC estimates that the ILM Project will cost approximately $602 million, excluding Aboriginal
accommodation costs; and
D. BCTC states that the Application has been distributed to individuals and organizations on the basis of the
consultation process and past participation in BCTC proceedings before the Commission, and that printed
copies of the Application have been provided to Municipalities, Regional Districts, Aboriginal groups and
public libraries in proximity to the proposed Project; and
E. BCTC requests that the Commission establish a Procedural Conference regarding the regulatory review of the
Application; and
F. The Commission has considered the Application and determined that an Oral Public Hearing is required for
the regulatory review of the Application; and
G. The Commission has determined that a Procedural Conference is required to hear submissions on some
aspects of the regulatory process for the review of the Application.

NOW THEREFORE the Commission orders as follows:
1. An Oral Public Hearing into the Application will be held in 2008, on a date to be determined, and the first
steps in the regulatory review process will be in accordance with the Regulatory Timetable that is attached as
Appendix A to this Order.
2. A Procedural Conference regarding the regulatory process for the review of the Application filed by BCTC
will be held on Thursday, December 20, 2007 commencing at 9:00 a.m. in the Commission Hearing Room on
the Twelfth Floor, 1125 Howe Street, Vancouver, B.C. to address procedural matters which will include, but
not be limited to, the following:
• identification of the principal issues arising from or related to the Application;
• additional process steps and associated dates for the regulatory review, including:
i. whether Intervenors intend to file evidence;
ii. the date and location(s) of the Oral Hearing; and
iii. other matters that may assist the Commission to efficiently review the Application.
3. BCTC will publish, as soon as possible, in display-ad format, the Notice of Application and Procedural
Conference attached as Appendix B to this Order, in the Vancouver Sun and Province, and such other
appropriate local news publications as may properly provide adequate notice to the public in the vicinity of
the ILM Project.
4. BCTC will use reasonable efforts to distribute copies of this Order and its Appendices to individuals and
organizations that may be affected by the Project.
5. The Application, together with any supporting materials, will be made available for inspection at the BCTC
Vancouver office, the Commission’s office, and public libraries and local government offices in proximity to
the Project.

THE APPLICATION
On November 5, 2007 British Columbia Transmission Corporation (“BCTC”) filed with the British Columbia

Room on the Twelfth Floor, 1125 Howe Street, Vancouver, BC.
PUBLIC INSPECTION OF THE DOCUMENTS
The Application and supporting documents will be made available for inspection at the BCTC Head Office at
1055 Dunsmuir Street, Suite 1100 Four Bentall Centre, Vancouver, BC V7X 1V5, and at the British Columbia
Utilities Commission office, Sixth Floor, 900 Howe Street, Vancouver, BC V6Z 2N3, and at public libraries in
communities in the vicinity of the ILM Project.
The Application and supporting documents will also be available for view on BCTC’s website at
http://www.bctc.com and on the Commission’s website at http://www.bcuc.com.

INTERVENTIONS
Persons who expect to actively participate in the BCTC proceeding should register as Intervenors with the
Commission, in writing, by Thursday, December 13, 2007. Intervenors should identify the issues that they intend
to pursue and the nature and extent of their anticipated involvement in the review process. Intervenors will each
receive a copy of all non-confidential correspondence and filed documentation and should provide an e-mail
address if available.
Persons not expecting to actively participate, but who have an interest in the proceeding, should register as
Interested Parties with the Commission, in writing, by Thursday, December 13, 2007, identifying their interest in
the proceeding. Interested Parties will receive a copy of the Executive Summary from the Application.
All submissions and/or correspondence received from active participants or the public relating to the Application,
will be placed on the public record and posted to the Commission’s web site.
