Proposal for Revising the Owner’s Certificate to Itemize
Non-Insurance Costs as Dollar Amounts
On June 21, 2007 ICBC filed its proposal for revising the Owner’s Certificate to disclose Non-Insurance Services
costs in response to Commission Letter No. L-82-06, Order No. G-86-06 and the Decision of July 13, 2006 issued
concurrently with Order No. G-86-06.
ICBC proposes to show the exact amount of Premium tax that each individual customer pays. Also, ICBC
proposes to display Road Safety and Driver Services as the average dollar amount that is payable by each
customer. ICBC anticipates that it will be able to implement the proposed changes to the Owner’s Certificate for
an effective date of January 1, 2008. However, ICBC explains that the total cost estimate has increased since its
October 2006 filing because of additional system changes and testing costs and the implementation of the
requirements under the Insurance (Motor Vehicle) Amendment Act, 2003 (“Bill 93”) that have resulted in a
reduction of the available space on the Owner’s Certificate. Inclusion of both the Non-Insurance Services costs
information and the changes from Bill 93 result in the Owner’s Certificate increasing from a two-page document
to a three-page document. The Commission notes that the incremental cost to a three-page document can be
attributed to the changes required in Bill 93.
The Commission accepts ICBC’s revised proposal as described in its letter of June 21, 2007 with an
implementation date of January 1, 2008. In accepting the proposal, the Commission notes that the technological
constraints arising from ICBC’s billing system and related Information Technology infrastructure will be
addressed in the upcoming Commission Decision on ICBC’s 2007 Revenue Requirements Application.
