(“TGI”) and Terasen Gas Vancouver Island (“TGVI”) Application for Approval to Amend the System Extension and Connection Policies BEFORE: A.J. Pullman, Panel Chair January 28, 2008 O R D E R WHEREAS: A. On July 31, 2007, pursuant to the Utilities Commission Act, TGI and TGVI jointly filed an application (“the Application”) to amend the Terms and Conditions of each utilitys Tariff with respect to charges for system extensions, and customer attachment and connections, for TGI and TGVI; and B. On August 11, 2007, the Commission issued Order No. G-90-07, establishing that the proceeding to examine the Companies proposed amendments to their System Extension and Customer Connection Policies would be through a written process, and established a regulatory timetable; and C. The written hearing commenced on August 17, 2007, with Intervenor registration by British Columbia Hydro and Power Authority (“BC Hydro”), the British Columbia Old Age Pensioners Organization et. al. (“BCOAPO”) and the Ministry of Energy, Mines, and Petroleum Resources (“MEMPR”); and D. The written hearing process comprised two rounds of Information Requests submitted by the Commission, BC Hydro, BCOAPO, and MEMPR; Final Arguments; and Reply Argument; and all submissions were received by November 9, 2007; and E. On December 4, 2007, the British Columbia Public Interest Advocacy Centre applied for the Participant Assistance/Cost Award on behalf of its client, BCOAPO, for its participation in the proceeding; and F. On December 6, 2007, the Commission issued Order No. G-153-07 and its Reasons for Decision on the Application, concluding the proceeding; and G. On January 8, 2008, in accordance with Section 2 of the Participant Assistance/Cost Award Guidelines (“Guidelines”), Commission staff provided to TGI and TGVI a copy of the BCOAPO Participant Assistance Bill of Costs associated with the proceeding; and . . ./2
2 H. By letter dated January 9, 2008, TGI and TGVI advised the Commission that the costs applied for by BCOAPO are not unreasonable; and I. The Commission has reviewed the BCOAPO application for funding with regard to the criteria and rates set out in Commission Order No. G-72-07. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to BCOAPO for its participation in the TGI and TGVI System Extension and Customer Connection Review proceeding in the amount of $3,756.50. 2. TGI is to reimburse BCOAPO for the total amount awarded in a timely fashion.
