Pullman, Commissioner O R D E R WHEREAS: A. On June 5, 2007, Terasen Gas (Vancouver Island) Inc. (“TGVI”) filed with the Commission an application for a Certificate of Public Convenience and Necessity (“CPCN”) to construct and operate a LNG Storage Facility at Mt. Hayes in the Cowichan Valley Regional District in the vicinity of Ladysmith (the LNG Storage Facility”), and the facilities required for the connection of the LNG Storage Facility to TGVIs gas transmission system (collectively, the Project”); and B. On November 9, 2007, the British Columbia Public Interest Advocacy Centre applied for a Participant Assistance/Cost Award (“PACA”) on behalf of its client, the BC Old Age Pensioners Organization et al. (“BCOAPO”) for participation in the proceeding to review the TGVI application; and C. By Order No. C-9-07 and Decision dated November 15, 2007, the Commission granted to TGVI a CPCN for the Project, subject to certain conditions; and D. By letter dated March 7, 2006, TGVI advised that the costs applied for by BCOAPO are not unreasonable; and . . ./2
2 E. The Commission has reviewed the BCOAPO application for PACA funding with regard to the criteria and rates set out in Commission Order No. G-72-07. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to BCOAPO for its participation in the proceeding to review the TGVI application for a CPCN for the Project in the amount of $14,876.75. 2. TGVI is to reimburse BCOAPO for the total amount awarded in a timely fashion.
