On November 5, 2007 British Columbia Transmission Corporation (“BCTC”) filed with the British Columbia Utilities Commission (the “Commission”) pursuant to Sections 45 and 46 of the Utilities Commission Act (the “Act”), an Application for a Certificate of Public Convenience and Necessity (“CPCN”) for the Interior to Lower Mainland Transmission Project (“ILM Project”) to reinforce the electric transmission system (the “Application”); and B. The ILM Project consists of a new 500 kV Alternating Current transmission line between Nicola substation near Merritt and Meridian substation in Coquitlam and a new 500 kV series capacitor station, which would be located approximately at the midpoint of the new circuit; and C. BCTC estimates that the ILM Project will cost approximately $602 million, excluding Aboriginal accommodation costs; and D. BCTC states that the Application has been distributed to individuals and organizations on the basis of the consultation process and past participation in BCTC proceedings before the Commission, and that printed copies of the Application have been provided to Municipalities, Regional Districts, Aboriginal groups and public libraries in proximity to the proposed Project; and E. A Procedural Conference was held on December 20, 2007 to consider certain procedural matters and to establish a Regulatory Timetable; and F. On December 21, 2007, the Commission issued Order No. G-172-07 establishing an amended Regulatory Timetable and an Oral Public Hearing for the regulatory review of the Application; and . . ./2

Procedural Conference No. 2 was held on March 25, 2008 to address procedural matters which included, but was not limited to, whether an oral hearing is required or if the ILM proceeding can be completed as a written process, identification of the principal issues arising from or related to the Application that the Intervenors believe require an oral hearing and comments from BCTC regarding issues for an oral hearing and to establish a Regulatory Timetable; and H. The Commission has considered the procedural matters from Procedural Conference No. 2 and determined that the ILM proceeding can be completed as a written process. NOW THEREFORE the Commission orders that the Regulatory Timetable established by Order No. G-172-07 is amended in accordance with the Amended Regulatory Timetable attached as Appendix A to this Order.
