On June 12, 2008 BC Hydro filed, pursuant to subsections 44.1(2), 44.1(4) and 44.2(1) of the Utilities Commission Act (“UCA”, the Act”), the 2008 LTAP with the British Columbia Utilities Commission (“BCUC”, the Commission”) for review; and B. The 2008 LTAP is a ten-year plan for acquiring demand-side and supply-side resources to meet demand in British Columbia. The 2008 LTAP both updates and expands the 2006 Integrated Electricity Plan/LTAP, which was the subject of Order No. G-29-07 (“2006 IEP/LTAP Decision”); and C. The 2008 LTAP reflects BC Hydros commitment to examine the effects of the British Columbia Governments updated energy policy, The BC Energy Plan: A Vision for Clean Energy Leadership”, and the relevant issues in the 2006 IEP/LTAP Decision; and D. BC Hydro seeks an Order which, pursuant to section 44.1(6)(a) of the Act, states that the 2008 LTAP is in the public interest and, pursuant to section 44.2(3)(a) of the Act, determines that expenditures related to the programs and projects listed in section 1.1.2 of the Application are in the public interest; and E. Section 44.1(5) of the Act provides that the BCUC may establish a process to review a long-term resource plan filed under section 44.1(2) of the Act; and F. In the introductory chapter of the Application, BC Hydro proposed a preliminary schedule for the review of the 2008 LTAP, which includes a workshop and two rounds of Information Requests from the Commission and Intervenors and a Procedural Conference to consider further process issues; and G. The Commission has reviewed BC Hydros proposed preliminary regulatory timetable for the review process for the 2008 LTAP and considers that an Order to establish the timetable and a Notice of Application and Procedural Conference is required. . . ./2
BRITISH COLUMBIA UTILITIES COMMISSION ORDER NUMBER G-96-08 2 NOW THEREFORE the Commission orders as follows: 1. BC Hydro is to hold a DSM Plan half-day technical workshop on Tuesday, June 24, 2008, commencing at 9:00 a.m. in the Commission Hearing Room on the Twelfth Floor, 1125 Howe Street, Vancouver, B.C. 2. The first steps in the regulatory review process will be in accordance with the Regulatory Timetable that is attached as Appendix A to this Order. 3. A Procedural Conference regarding the next steps in the regulatory review process will be held on Tuesday, September 9, 2008 commencing at 9:00 a.m. in the Commission Hearing Room on the Twelfth Floor, 1125 Howe Street, Vancouver, B.C. to address procedural matters which will include, but not be limited to, the following: i. Identification of the principal issues arising from or related to the Application; ii. Additional process steps and associated dates for the regulatory review, including: a. whether an oral hearing or written hearing is required; b. whether intervenors intend to file evidence; and c. other matters that may assist the Commission to efficiently review the Application. 4. BC Hydro will publish, as soon as possible, in display-ad format, the Notice of Application and Procedural Conference attached as Appendix B to this Order, in such appropriate news publications as may properly provide adequate notice to the public in its service areas. 5. The Application, together with any supporting materials, will be made available for inspection at the BC Hydro Head Office on the 17 th Floor, 333 Dunsmuir Street, Vancouver, B.C., and at the Commissions office, Sixth Floor, 900 Howe Street, Vancouver, B.C. THE APPLICATION On June 12, 2008, British Columbia Hydro and Power Authority (“BC Hydro”) filed an Application with the British Columbia Utilities Commission (“the Commission”) in support of the 2008 Long-Term Acquisition Plan (“2008 LTAP”). The 2008 LTAP is a ten-year plan for acquiring demand-side and supply-side resources to meet demand in British Columbia. BC Hydro seeks an Order which states that the 2008 LTAP is in the public interest pursuant to section 44.1(6)(a) of the Utilities Commission Act; and pursuant to section 44.2(3)(a), determines that expenditures related to the programs and projects listed in section 1.1.2 of the Application are in the public interest. THE REGULATORY PROCESS Order No. G-96-08 established a Procedural Conference to hear submissions on the regulatory process for review of the 2008 LTAP. The Procedural Conference will commence at 9:00 a.m. on Tuesday, September 9, 2008, in the Commission Hearing Room on the Twelfth Floor, 1125 Howe Street, Vancouver, B.C. Persons not expecting to actively participate should register with the Commission as Interested Parties and will receive a copy of the Applications summary, all Orders issued, and the Commissions Decision. Intervenors and Interested Parties should inform the Commission Secretary, in writing, by Thursday, July 3, 2008 of their intention to become Intervenors or Interested Parties, and their intention to attend the Procedural Conference.
