2008 Energy Efficiency and Conservation Programs Application
On May 28, 2008 Terasen Gas Inc. and Terasen Gas (Vancouver Island) Inc. (collectively “Terasen” or the
“Companies”) filed an Energy Efficiency and Conservation Programs Application (“Application”).
Commission Order G‐102‐08 requested that the Companies and Intervenors provide comments on further
procedure by August 27, 2008. In response to Order G‐102‐08, the Commission received replies from the B.C.
Ministry of Energy, Mines and Petroleum Resources, British Columbia Hydro and Power Authority (“BC Hydro”),
B.C. Sustainable Energy Association and the Sierra Club of British Columbia (“BCSEA”), the Commercial Energy
Consumers Association of British Columbia (“CEC”), B.C. Old Age Pensioners’ Organization et al. (“BCOAPO”) and
Terasen.
BCSEA and BCOAPO requested that Intervenors be allowed the opportunity to submit a second round of
Information Requests. The CEC and BC Hydro submitted that although they did not require a second round of
Information Requests, they did not object to another round should it be deemed necessary by others. Terasen
submitted that the record on the application is substantial and that a further round of information requests is
not necessary or warranted.
In its August 27, 2008 letter, BC Hydro stated that it intended to file Intervenor evidence by Friday, September 5,
2008. In a letter dated September 4, 2008, BC Hydro requested that, since other Intervenors had requested
further Information Requests, it would be appropriate to delay filing its evidence until a further procedural order
had been issued.

After reviewing the submissions and requests from the parties the Commission Panel has determined that it will
allow a second round of information requests to be submitted by Monday, September 15, 2008, with responses
from the Companies to be submitted by Monday, October 6, 2008. A Commission Order on further process will
be issued in due course.
