O R D E R
WHEREAS:
A. On May 8, 2008, pursuant to the Utilities Commission Act (the “Act”), the British Columbia Transmission
Corporation (“BCTC”) filed an application (“Application”) for a Certificate of Public Convenience and
Necessity (“CPCN”) to construct and operate the Central Vancouver Island Transmission Project (the “CVI
Project”); and
B. BCTC proposes the CVI Project as the preferred solution to capacity constraints in the Central Vancouver
Island area; and
C. The CVI Project has an estimated capital cost of approximately $100 million, which includes the construction
of a new Harewood West substation, and the construction of a new transmission line, approximately 12 km in
length, following a route described as the Harewood South route; and
D. BCTC wishes to obtain the CPCN by the end of August 2008, in order to complete the project by the desired
date of October 2010; and
E. By Order No. G-82-08 dated May 16, 2008, the Commission established a Procedural Conference in
Nanaimo, B.C. on June 12, 2008 to seek input on the regulatory process for the review of the Application; and
F. The Commission has considered the input received at the Procedural Conference, and has concluded that
further information regarding the status of the application by BCTC to the Integrated Land Management
Bureau (“ILMB”) with respect to Block 271 would be helpful prior to making a determination on whether the
review of the Application should proceed by a written or oral hearing process.

NOW THEREFORE the Commission orders as follows:
1. A Community Input Session will be held in the City of Nanaimo, on July 17, 2008, regarding the Application.
The Community Input Session will be held at the Coast Bastion Inn, 11 Bastion Street, Nanaimo, B.C.,
commencing at 1:00 p.m.
2. BCTC will provide a written report on the status of its application to the ILMB to the Commission and other
participants by Tuesday, July 29, 2008.
3. BCTC will publish, as soon as possible, in display-ad format, a Notice of Community Input Session, in the
following publications: The Victoria Times-Colonist, The Nanaimo Bulletin, The Nanaimo Daily News, The
Harbour City Star, The Parksville/Qualicum News, and the Oceanside Star.
4. BCTC will distribute copies of this Order and its Appendix, in a timely fashion, via registered mail, to all
landowners potentially affected by the CVI Project.
5. The Commission establishes the Regulatory Timetable (attached as Appendix “A”).

NOTICE OF COMMUNITY INPUT SESSION

THE APPLICATION
On May 8, 2008, the British Columbia Transmission Corporation (“BCTC”) filed an application
(“Application”) for a Certificate of Public Convenience and Necessity (“CPCN”) to construct and
operate the Central Vancouver Island Transmission Project (the “CVI Project”) pursuant to the Utilities
Commission Act (the “Act”).
BCTC proposes the CVI Project as the preferred solution to capacity constraints in the Central

Commission issued Order No. G-106-08 establishing the Regulatory Timetable and the Community
Input Session for this Application.

THE COMMUNITY INPUT SESSION
The Community Input Session will provide an opportunity to make presentations to the Commission
Panel on the CVI Project, and the presentations will be recorded. Each presentation will be limited to 15
minutes. All parties making submissions at the Community Input Session are encouraged to provide a
hard copy of their submissions.
Parties wishing to make a presentation to the Commission Panel should contact Mr. Gordon Fulton,
Commission Counsel, at gfulton@boughton.ca or (604) 647-4104 by Monday, July 14, 2008. If by
July 14, 2008 four or less presentations are scheduled for the Community Input Session, then the
Community Input Session will be cancelled. Notice of cancellation will be provided to those who
register with the Commission Secretary.
All submissions and/or correspondence received from active participants or the public relating to the
Application, will be placed on the public record and posted to the Commission’s web site.
PUBLIC INSPECTION OF THE DOCUMENTS
The Application and supporting documents will also be available for view on BCTC’s website at
http://www.bctc.com and on the Commission’s website at http://www.bcuc.com, and at public libraries
in communities in the vicinity of the CVI Project.
