BCTC has posted copies of its application on its website at http://www.bctc.com/regulatory/applications and has notified customers who would potentially be affected by its application and those in the queue for long-term firm service. BCTC states that there are currently 31 requests from six customers in the queue for LTF PTP transmission service with requests totaling 2650 MW, and that customers in the queue have requested a Facilities Study, which BCTC is currently conducting. BCTC further submits that, in view of the potential for increased real-time curtailments, some existing LTF PTP customers have complained that their service would be devalued if BCTC were to release additional LTF PTP capacity on the BC-AB path under the OATT, unless there were corresponding increases in system capacity on the Alberta side of the intertie. BCTC states that it does not dispute the appropriateness of the OATT provisions, but that approval of the temporary suspension orders will allow BCTC to consult with both existing customers and those in the queue to ensure that the issue can be addressed in the context of its next OATT Application and prior to the sale of further LTF PTP service. …/2
2 LETTER NO. L-24-08 Before issuing a decision, the Commission wishes to receive comments on BCTCs application from interested parties. By way of a copy of this letter, interested parties are requested to provide written submissions to the Commission by Thursday, June 12, 2008.
