A number of responses were received regarding the issuance of a Hearing Issues List. BC Hydro submits that in a broad, general hearing an Issues List that describes topics that are in‐scope for the oral phase of the hearing is not as useful, efficient or effective as dealing with questions on a case‐by‐case basis through objections. The BC Old Age Pensioners’ Organization et al and the Joint Industry Electricity Steering Committee concurred with BC Hydro. Similarly, the Independent Power Producers Association agrees and submits that issues of scope can be dealt with as the need arises. The Commercial Energy Consumers Association submits that the creation of a Hearing Issues List would not contribute to the effectiveness of the hearing, but does not object to its issuance if it is seen as having value to the Commission. The Canadian Office and Professional Employees Union Local 378 has no objection to a Hearing Issues List. Finally, Mr. Alan Wait is in favour of a Hearing Issues List.
