On May 8, 2008, pursuant to the Utilities Commission Act (the Act”), the British Columbia Transmission Corporation (“BCTC”) filed an application (“Application”) for a Certificate of Public Convenience and Necessity (“CPCN”) to construct and operate the Central Vancouver Island Transmission Project (the CVI Project”); and B. BCTC proposes the CVI Project as the preferred solution to capacity constraints in the Central Vancouver Island area; and C. The CVI Project has an estimated capital cost of approximately $100 million, which includes the construction of a new Harewood West substation, and the construction of a new transmission line, approximately 12 km in length, following a route described as the Harewood South route; and D. BCTC wishes to obtain the CPCN by the end of August 2008, in order to complete the project by the desired date of October 2010. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. A Procedural Conference will be held in the City of Nanaimo, on June 12, 2008, to seek input from the Applicant and interested parties on the process for the review of the Application. The Procedural Conference will be held at the Grand Hotel Nanaimo, 4898 Rutherford Road, Nanaimo, B.C., commencing at 1:00 p.m. 2. Any party intending to intervene in the hearing to review the Application is directed to provide the Commission Secretary with notice of its intent to intervene by Tuesday, May 27, 2008. Additionally, parties intending to participate in the Procedural Conference are requested to inform the Commission Secretary, also by Tuesday May 27, 2008. 3. Any party intending to file for a Participant Assistance Cost Award (“PACA”) must submit its PACA budget, pursuant to the PACA Guidelines attached to Order No. G-72-07, to the Commission, by Friday, May 30, 2008. BCTC will publish, as soon as possible, in display-ad format, the Notice of Application and Procedural Conference, attached as Appendix B to this Order, in the following publications: The Victoria Times-Colonist, The Nanaimo Bulletin, The Nanaimo Daily News, The Harbour City Star, The Parksville/Qualicum News, and the Oceanside Star. 5. BCTC will distribute copies of this Order and its Appendices, in a timely fashion, via registered mail, to all landowners potentially affected by the CVI Project. 6. The Commission establishes the Preliminary Regulatory Agenda and Timetable (attached as Appendix A”). THE APPLICATION On May 8, 2008, pursuant to the Utilities Commission Act (the Act”), the British Columbia Transmission Corporation (“BCTC”) filed an application (“Application”) for a Certificate of Public Convenience and Necessity (“CPCN”) to construct and operate the Central Vancouver Island Transmission Project (the CVI Project”). The Procedural Conference will commence at 1:00 p.m. on Thursday, June 12, 2008, at the Grand Hotel Nanaimo, 4898 Rutherford Road, in the City of Nanaimo, B.C. PUBLIC INSPECTION OF THE DOCUMENTS The Application and supporting documents will be made available for inspection at the BCTC Head Office at 1055 Dunsmuir Street, Suite 1100 Four Bentall Centre, Vancouver, B.C. V7X 1V5, and at the British Columbia Utilities Commission office, Sixth Floor, 900 Howe Street, Vancouver, B.C. V6Z 2N3, and at public libraries in communities in the vicinity of the CVI Project. The Application and supporting documents will also be available for view on BCTCs website at http://www.bctc.com and on the Commission website at http://www.bcuc.com.
APPENDIX B To Order No. G-82-08 Page 2 of 2 INTERVENTIONS Persons who expect to actively participate in the BCTC proceeding should register as Intervenors with the Commission, in writing, by Tuesday, May 27, 2008. Intervenors should identify the issues that they intend to pursue and the nature and extent of their anticipated involvement in the review process. Intervenors will each receive a copy of all non-confidential correspondence and filed documentation, and should provide an e-mail address if available. Persons not expecting to actively participate, but who have an interest in the proceeding, should register as Interested Parties with the Commission, in writing, by Tuesday, May 27, 2008, identifying their interest in the proceeding. Interested Parties will receive a copy of the Executive Summary from the Application. All submissions and/or correspondence received from active participants or the public relating to the Application, will be placed on the public record and posted to the Commissions web site.
