O R D E R
WHEREAS:
A. On September 24, 2008 FortisBC Inc. (“FortisBC”) applied (the “Application”) to the British Columbia Utilities
Commission (the “Commission”) for a Certificate of Public Convenience and Necessity (“CPCN”) for the
Benvoulin Substation Project (the “Project”); and
B. FortisBC is proposing the Project as the preferred solution to meet load growth and relieve capacity
constraints in the south/central Kelowna area; and
C. The Project has an estimated capital cost of approximately $17.7 million and includes the construction of a
new substation and the transmission and distribution egress necessary to connect the substation into the
existing network; and
D. The Project is scheduled to commence in the first quarter of 2009 and to be completed by the end of 2010;
and
E. By Order G‐146‐08 dated September 26, 2008, the Commission ordered a Procedural Conference in Kelowna
for October 28, 2008, and established an initial Regulatory Timetable; and
F. The Procedural Conference was held on October 28, 2008 to consider certain procedural matters and to
discuss a Regulatory Timetable for the review of the Application; and
G. The Commission has determined that a Written Public Hearing is required for the regulatory review of the
Application; and

H. The Commission has determined that a Community Input Session should be held to provide an opportunity
for the public to make presentations to the Commission Panel, providing a sufficient number of persons wish
to make presentations.
NOW THEREFORE the Commission orders as follows:
1. The Commission establishes a Written Public Hearing for the review of the Application.
2. The Regulatory Timetable for the review of the Application is attached as Appendix A to this Order.
3. A Community Input Session will be held on Tuesday, December 2, 2008, at the Best Western Inn at 2402
Highway 97 North in Kelowna, B.C., commencing at 6:00 p.m.
4. Parties wishing to make a presentation to the Commission Panel should contact Commission Counsel,
Mr. Gordon Fulton, Q.C. at gfulton@boughton.ca or 604‐647‐4104 on or before Tuesday, November 25,
2008. If fewer than ten presentations are scheduled by November 25, 2008, then the Community Input
Session will be cancelled
5. FortisBC shall publish the Notice of the Community Input Session that is attached as Appendix B, in local
newspapers in the Kelowna area, as soon as it is possible to do so.

THE APPLICATION
On September 24, 2008 FortisBC applied to the British Columbia Utilities Commission (the “Commission”) for a
Certificate of Public Convenience and Necessity (the “Application”) for the Benvoulin Substation Project.
FortisBC requests approval to construct a distribution source substation in the south/central Kelowna area
together with a transmission line connected to the existing 138 kV 51 Line and the necessary distribution
facilities to tie the substation into the existing distribution network. The project is estimated to cost
approximately $17.7 million and will be completed by the end of 2010.
The Application states that the proposed project is the lowest cost alternative to meet the load growth, capacity
requirements and backup supply planning criteria for the region. As a result of its public consultation, FortisBC
proposes to locate the substation at the Gravel Pit Site along Casorso Road, as shown on the map below.

Commission Order G‐161‐08 established a written public hearing to review the Application, and a Community
Input Session to provide an opportunity to make presentations to the Commission Panel on the Benvoulin
Substation Project. Persons who wish to make a presentation to the Commission Panel should contact
Commission Counsel, Mr. Gordon Fulton, Q.C. at gfulton@boughton.ca or (604) 647‐4104 by Tuesday,
November 25, 2008. If by November 25, 2008, fewer than ten presentations are scheduled, then the
Community Input Session will be cancelled. Notice of cancellation will be provided to those who register with
the Commission Counsel.
All submissions and/or correspondence received from active participants or the public relating to the Application
will be placed on the public record and posted to the Commission’s web site.
