V6B 5R3 Dear Ms. Sofield: Re: British Columbia Hydro and Power Authority (“BC Hydro”) Customer Complaint – Mr. and Mrs. Bill and Jill Kennedy of Tappenvale Farm Farm Stray Voltage Issue On Thursday, March 29, 2007 Mr. Kennedy informed the Commission by email that they were experiencing voltage on the BC Hydro neutral conductor. For about a year, the Commission worked with Tappenvale Farm and BC Hydro in an attempt to resolve this issue. On June 23, 2008 the Commission requested a final report from BC Hydro. On July 16, 2008 BC Hydro filed its Final Project Report on the Issue of Stray Voltage at the Tappenvale Farm. Unfortunately, BC Hydro’s report was not conclusive as to the resolution of the issue of farm stray voltage. On December 4, 2008, the Commission held a meeting between Mr. and Mrs., Kennedy and BC Hydro to attend to the remaining issues of Mr. and Mrs. Kennedy. In the meeting, the Commission advised Mr. and Mrs. Kennedy that it cannot award costs in this matter. During the meeting, Mr. and Mrs. Kennedy raised the issue of the Ontario Energy Board’s Farm Stray Voltage Consultative Group (OEB Key Initiative File No. EB‐2007‐0709) which was formed as a result of a Directive from the Ontario Minister of Energy. The Commission advised Mr. and Mrs. Kennedy that they were also aware of this Farm Stray Voltage Consultative Group. At the conclusion of the meeting, the Commission suggested that BC Hydro file a comprehensive review report (“Farm Stray Voltage Report”) of the findings the OEB Farm Stray Voltage Consultative Group. The report should at a minimum include a comparison of issues of compliance and non‐compliance by BC Hydro respecting the fact that it may need to be tempered to those issues that are relevant to BC. The Commission accepts that there may be issues that come under the jurisdiction of the BC Safety Authority and BC Hydro may wish to identify and comment on those issues and to forward those issues to the BC Authority for their comment. …/2
