Kelsey, Commissioner P.E. Vivian, Commissioner February 21, 2008 O R D E R WHEREAS: A. On January 31, 2008, Corix Multi-Utility Services Inc. (“Corix”) applied for Commission approval to increase the Gas Cost Recovery Charge for Panorama Mountain Resort (“Panorama”) from $15.00 to $19.692 per gigajoule effective February 1, 2008, to reflect a forecast increase in the cost of propane and to recover the debit balance in its Gas Cost Reconciliation Account (“GCRA”); and B. On February 7, 2008, Corix filed a fixed price propane supply contract between Superior Propane and Corix dated February 6, 2008, for propane purchases during the period February 2008 through March 2009 (the “Propane Supply Agreement”); and C. On February 12, 2008 Corix filed a revised application requesting approval of a Gas Cost Recovery Charge of $19.367 per gigajoule; and D. Corix estimates that the GCRA had a debit balance of $46,257.72 as of February 1, 2008 and in its revised application proposes to recover this amount in rates by March 31, 2009; and E. Corix proposes to use an unaccounted-for gas (“UAF”) factor of 4 percent, and to review its UAF usage; and . . ./2

The proposed rate would result in a $158 per year (17 percent) increase in the annual bill of a typical residential customer and a 20 percent increase in the annual bill of a typical commercial customer; and G. The Commission has reviewed the submissions by Corix, and has determined that acceptance of the Propane Supply Agreement and approval of an increase in the Gas Cost Recovery Charge are in the public interest. NOW THEREFORE, pursuant to Sections 61(4) and 71 of the Utilities Commission Act, the Commission orders as follows: 1. The Commission accepts for filing the Propane Supply Agreement, and will hold this document confidential. 2. The Commission approves a Gas Cost Recovery Charge of $19.367 per gigajoule for Corix, effective February 1, 2008. 3. Corix will advise all Panorama customers of the Commission approvals given by this Order, in a timely fashion. 4. In its Annual Report filings Corix will include a month-by-month summary of GCRA transactions for the year, which identifies propane quantities and propane commodity supply and related costs, UAF and fuel costs, and the corresponding Gas Cost Recovery Charge revenue. 5. Corix is directed to implement the filing of quarterly GCRA and gas cost reports consistent with the guidelines set out in Commission Letter No. L-5-01 commencing with a report in March 2009 for propane rates effective April 1, 2009. 6. Corix will file a report by September 1, 2008 regarding its UAF and fuel usage that includes justification of the usage experienced at Panorama in comparison to other propane grid systems.
