On November 21, 2008, pursuant to the Utilities Commission Act (the “Act”), the British Columbia Transmission Corporation (“BCTC”) filed an application (“Application”) for Approval of its Transmission System Capital Plan F2010 and F2011; and B. Pursuant to sections 44.2 and 45(6) of the Act, BCTC applied to the British Columbia Utilities Commission (the “Commission”) for an Order under section 44.2(3) of the Act accepting the expenditure schedules provided in the Application that includes the Growth Capital Projects for Approval, the total Sustaining Capital expenditures for F2010 and F2011, the BCTC Capital Expenditures for Approval, and the Emergency Capital expenditures for F2008 and F2009; and C. BCTC also applied to the Commission for an Order that this Transmission System Capital Plan complies with the requirements of section 45(6) of the Act, and for an Order under sections 88(2) and/or 99 of the Act relieving BCTC from certain Commission Directives identified in Application; and D. The Commission has considered the proposed Regulatory Timetable and has concluded that a written public hearing process providing for two rounds of Information Requests is appropriate for the review of the Application. NOW THEREFORE the Commission orders as follows: 1. A written public hearing process is established for the review of the Transmission System Capital Plan Application F2010 and F2011, according to the Regulatory Timetable that is attached as Appendix A to this Order. 2. BCTC will publish the Notice of Application and Written Public Hearing, attached as Appendix B, in the Vancouver Sun and Province, the Victoria Times Colonist and such local papers as provide sufficient coverage of its service area, as soon as it is possible to do so. 3. BCTC will provide a copy of this Order to all Intervenors who registered for the Transmission System Capital Plan F2009 to F2018 and the F2009 and F2010 Transmission Revenue Requirements proceedings; and the British Columbia Hydro and Power Authority 2008 Long‐Term Acquisition Plan proceeding. 4. Persons wishing to be Intervenors or Interested Parties in the proceeding should register, in writing, with the Commission by Friday, December 19, 2008. V6Z 2N3 CANADA FACSIMILE: (604) 660‐1102 web site: http://www.bcuc.com An Application by the British Columbia Transmission Corporation for Approval of its Transmission System Capital Plan F2010 and F2011 NOTICE OF APPLICATION AND WRITTEN PUBLIC HEARING THE APPLICATION On November 21, 2008, the British Columbia Transmission Corporation (“BCTC”) filed its Application for approval of Transmission System Capital Plan (“TSCP”) F2010 to F2011, and applied for Orders stating that the Plan meets the requirements of the Utilities Commission Act, and that capital expenditures relating to certain projects and programs for F2010 and F2011 are in the public interest. In the Plan, BCTC seeks approval for the F2010 and F2011 period of Growth Capital Projects, Sustaining Capital Expenditures, BCTC Capital Expenditures totaling almost $325 million and Emergency Capital Expenditures for F2008 and F2009 totaling almost $3.5 million. Currently, BCTC is managing previously approved Growth projects totaling $959 million. THE REGULATORY PROCESS Commission Order G‐179‐08 established the Regulatory Timetable for the review of the Application by way of a Written Public Hearing.
