BC Hydro has also applied for approval of new and revised CBL adjustment tariff practices (clean and black‐lined) that arose during the development of the F2009 CBLs. On December 22, 2008 BC Hydro filed an additional seven F2008 and F2009 CBLs for approval (“December 22 Filing”). In its December 22 Filing, BC Hydro notes that one CBL remains to be filed with the Commission due to the technical complexity of the review of the CBL adjustment request, and that BC Hydro expects to file that remaining CBL separately in early 2009. Since the CBLs are required for billing purposes, BC Hydro has requested an order from the BCUC approving, on an interim basis, the F2009 CBLs effective April 1, 2008. BC Hydro states that the CBL revisions proposed in the Application are in accordance with sections 4.1.2.1 (BC Hydro funded DSM projects completed during the billing year), 4.1.2.2 (Plant Capacity Increases) and 5.2 (Aggregated CBL Revisions) of TS No. 74 and the "Plant Capacity Increases" and "Plant Downsizing" sections in the CBL Adjustment Tariff Practices. Per section 6.2.1 of Tariff Supplement No. 74 ‐ the CBL Determination Guidelines, BC Hydro has submitted all F2009 CBL determinations, and any required adjustments to the F2008 CBLs, to the customer for review and comment prior to this filing. …/2

L‐64‐08 BC Hydro is being requested to provide each RS 1823 customer with a copy of this letter, attached Order G‐202‐08, and the proposed new CBL Adjustment Tariff Practice by January 12, 2009. By way of a copy of this letter and attachments, customers are invited to comment on the proposed CBL Adjustment Tariff Practice by January 30, 2009. Each RS 1823 customer, except for the one customer that has yet to receive its new or revised CBL, is requested to inform the Commission by January 30, 2009, as to whether or not it disputes its Adjusted F2008 CBL or F2009 CBL as proposed by BC Hydro in the Application. The customer that has yet to receive its new or revised CBL is to similarly respond within thirty days of receiving its new or revised CBL from BC Hydro. In the event that any customer does not so advise the Commission by the date stipulated for it, the Commission will conclude that the customer agrees with the CBLs proposed by BC Hydro and the proposed revisions to the CBL Adjustment Tariff practices.
