Regarding an Application by British Columbia Transmission Corporation

Fiscal 2011 Transmission Revenue Requirement and Rate Changes

O  R  D  E  R

 

WHEREAS:

 

A.       On March 4, 2010, the British Columbia Transmission Corporation (BCTC) filed an application (the Application) to the British Columbia Utilities Commission (the Commission), pursuant to sections 59 to 61 of the Utilities Commission Act (the Act), for approval of permanent rates for Fiscal 2011 (F2011), effective April 1, 2010; and

 

B.       By Order G-53-10A the Commission established a written regulatory review process and also approved interim refundable rates effective April 1, 2010 as set out in Table 6-7 column (e) of the Application; and

 

C.       By Order G-108-10 dated June 18, 2010, the Commission Panel amended the Regulatory Timetable to include a further review by the Commission on six capital projects; and 

 

D.       On July 5, 2010, BCTC’s responsibilities were transferred to British Columbia Hydro and Power Authority (BC Hydro) pursuant to the Clean Energy Act, S.B.C. 2010, c.16; and

 

E.        Submissions were received by all parties registered in this proceeding.  The written phase of this proceeding ended on July 16, 2010 when BC Hydro filed its Reply Submission on this Application; and

 

F.        On August 19, 2010 the Commission issued Order G-135-10 approving the Application with minor modifications; and

 

G.    On July 19, 2010, the British Columbia Public Interest Advocacy Centre, on behalf of its client, the British Columbia Old Age Pensioners Organization et al.(BCOAPO) applied for a Participant Assistance Cost Award (PACA) with respect to its participation in the proceeding; and

 

H.    Be letter dated August 3, 2010, BC Hydro advised the Commission that it had reviewed the application for cost award and that it does not object to BCOAPO’s claim; and

 

I.      The Commission has reviewed the PACA application with regard to the criteria and rates set out in Order G-72-07.

NOW THEREFORE pursuant to section 118(1) of the Act, the Commission grants BCOAPO a cost award in the amount of $3,774.75.  BC Hydro is directed to reimburse BCOAPO for the awarded amount in a timely manner.
