Dear Ms. Fraser and Mr. Swanson:
Re: Mandatory Reliability Standards Assignment Agreements
The Commission has been made aware of an issue with respect to the functional registration of Transmission Operator for a number of small generators which are connected to the system at over 100 kV. It appears that the function of Transmission Operator for these cases may have little or no relevance to the reliability of the system, but is required by Regulation. In a recent letter to the Commission the Western Electricity Coordinating Council suggested that a possible solution may be for BCTC to assume responsibility as Transmission Operator for these situations.
This letter is to request BCTC’s and FortisBC’s comments with respect to the possible benefits (or disadvantages) of entering into Assignment Agreements for the function of Transmission Operator with a number of entities who own minor transmission facilities. In your comments, please also comment on the possible impacts on reliability for these facilities, how many entities may be in this situation, and what present practices are being followed with respect to the operation of these facilities. May we have your reply by April 9, 2010.
