Application for Changes to the Customer Choice Program

O  R  D  E  R

WHEREAS:

 

A.        Terasen Gas Inc. (Terasen Gas) recommended in its Certificate of Public Convenience and Necessity (CPCN) application dated April 13, 2006 for the Residential Commodity Unbundling Project that a post implementation review should be undertaken to assess the effectiveness of the project (or Customer Choice Program);

 

B.        The British Columbia Utilities Commission (Commission) issued Order C-6-06 granting a CPCN to Terasen Gas for the Residential Commodity Unbundling Project effective November 1, 2007;

 

C.        Article 33 of the Code of Conduct for Gas Marketers states that “the Code shall be reviewed and modified if required at an annual meeting established by the Commission.  Modifications to the Code are subject to the approval of the Commission”;

 

D.        Commission staff conducted an annual general meeting with interested Gas Marketers and stakeholders on September 8, 2010 to review the Gas Marketers and stakeholders’ submissions and other issues relating to the Customer Choice Program;

 

E.         On November 23, 2010, Terasen Gas filed with the Commission an application entitled “Customer Choice – 2010 Program Summary and Recommendations,” which includes a discussion of issues raised by Gas Marketers and stakeholders at the recent annual general meeting, and Terasen Gas’s overall evaluation of the program for the past year.  It also contains Terasen Gas’s recommendations on issues concerning the program;

 

F.         The Commission considers that a written public hearing process is required for the review of the Application.

 

 

 

NOW THEREFORE the Commission establishes a Written Public Hearing process for the review of the Application in accordance with the Regulatory Timetable attached as Appendix A.
