for Registration as Responsible Entities for certain functions required for compliance with
Mandatory Reliability Standards

O R D E R
WHEREAS:
A. Commission Order G-123-09 approved the Registration Manual for Entities subject to adopted Mandatory Reliability Standards and required that Entities, subject to the standards, register with the British Columbia Utilities Commission (Commission) by December 31, 2009; and
B. The Registration Manual requires that the Western Electricity Coordinating Council (WECC) in its role as the Mandatory Reliability Standards Administrator review and recommend registration for all applicable Entities and allows 21 days for Entities to comment to the Commission on the WECC’s recommendations; and
C. On April 28, 2010 the WECC recommended to the Commission that the Commission approve:
1. Aquilon Power Ltd. for registration for the function of Purchasing Selling Entity.
2. Intercontinental Pulp Mill for registration for the function of Distribution Provider.
3. Northwood Pulp Mill for registration for the function of Distribution Provider.
4. Prince George Pulp and Paper for registration for the function of Distribution Provider.
5. Tembec CRS for registration for the function of Distribution Provider.
6. Tembec LAP for registration for the function of Distribution Provider and Load Serving Entity.
7. Tolko Industries Ltd. for registration for the functions of Distribution Provider, Generator Operator, Generator Owner, and Load Serving Entity.
D. The Commission had received no letters of Dispute within the 21 days allowed for comment.
NOW THEREFORE pursuant to section 125.2 of the Utilities Commission Act, the Commission orders the functional registrations for:
1. Aquilon Power Ltd. for the function of Purchasing Selling Entity is approved as recommended by the WECC.
2. Intercontinental Pulp Mill for the function of Distribution Provider is approved as recommended by the WECC.
3. Northwood Pulp Mill for the function of Distribution Provider is approved as recommended by the WECC.
4. Prince George Pulp and Paper for the function of Distribution Provider is approved as recommended by the WECC.
5. Tembec CRS for the function of Distribution Provider is approved as recommended by the WECC.
6. Tembec LAP for the functions of Distribution Provider and Load Serving Entity is approved as recommended by the WECC.
7. Tolko Industries Ltd. for the function of Distribution Provider, Generator Operator, Generator Owner, and Load Serving Entity is approved as recommended by the WECC.
