to file Quarterly Market Purchase Summary Reports

instead of Electricity Purchase Agreements

for purchases less than one month in duration

O  R  D  E  R

WHEREAS:

A.      On May 2, 2011, pursuant to section 71 of the Utilities Commission Act (Act), FortisBC Inc. (FortisBC) applied to the British Columbia Utilities Commission (Commission) for approval to submit quarterly market purchase summary reports (QMPSR’s) to the Commission for energy supply contracts less than one month in duration in order to satisfy the requirements of section 71 of the Act;

 

B.      As part of the Application FortisBC provided the first proposed report on market purchases to the Commission for the first quarter of 2011;

 

C.      The Commission has considered the market purchases described in the QMPSR for the First Quarter of 2011 and has determined that they are in the public interest.

 

 

NOW THEREFORE pursuant to section 71 of the Utilities Commission Act, the Commission orders as follows:

 

1.       The Commission accepts the market purchases described in the QMPSR for the First Quarter of 2011 for filing.

 

2.    The Commission suspends a review of FortisBC’s application to submit QMPSRs for energy supply contracts less than one month in duration until a review of the Commission’s rules for energy supply contracts has been completed.

 

 

3.    FortisBC is to file with the Commission its updated market purchase strategy from its 2009 Resource Plan to justify its current market strategy.

 

4.    FortisBC is to file a report on energy supply contracts of less than a month in duration following the proposed QMPSR format on a quarterly basis until the review of the Commission’s rules for energy supply contracts has been completed.
