Compliance with Mandatory Reliability Standards

O  R  D  E  R

WHEREAS:

 

A.      British Columbia Utilities Commission (Commission) Order G-67-09 required entities, subject to approved Mandatory Reliability Standards, to file mitigation plans outlining how they plan to meet compliance with standards they were not in compliance with;

 

B.      The Compliance Monitoring Program approved by Order G-123-09 requires that an entity file a mitigation plan for every violation to a standard requirement and that the Western Electricity Coordinating Council (WECC), as the Commission’s Administrator, review the mitigation plan and make a recommendation to the Commission;

 

C.    By letter dated January 31, 2011, WECC recommended that the Commission accept the revised Mitigation Plan for TOP-003-0 Requirements 1, 2 and 3;

 

D.      By letters dated April 6, 2011, WECC recommended that the Commission accept the revised Mitigation Plans for CIP-005-1 Requirements 1, 2, 3, 4 and 5 and CIP-009-1 Requirements 1, 2, 3, 4, and 5;

 

E.       By letter dated February 3, 2011, WECC recommended that the Commission accept the Attestation of Completion for Mitigation Plan TOP-001-1 Requirement 7;

 

F.       By letter dated February 24, 2011, WECC recommended that the Commission accept the retraction request for Mitigation Plan CIP-004-1 Requirement 2.

 

G.     By letter dated February 25, 2011, WECC recommended that the Commission accept the Attestation of Completion for Mitigation Plan CIP-004-1 Requirement 3.  WECC noted that BC Hydro provided an Attestation of Completion for CIP-004-1 Requirement 4, but upon examination WECC determined that it applied to CIP-004-1 Requirement 3 and that the mitigation plan submitted and approved by Order G‑129‑10 as CIP-004-1 Requirement 4 was actually for CIP-004-1 Requirement 3 (also approved by Order G-129-10);

 

 

NOW THEREFORE the Commission orders as follows:

 

1.    Pursuant to section 125.2 (10) of the Utilities Commission Act, the Commission accepts WECC’s recommendations and approves the Mitigation Plans as listed above. 

 

2.    Approval granted under Order G-129-10 for Mitigation Plan CIP-004-1 Requirement 4, is rescinded.
