Dear Ms. Roy:

Certificate of Public Convenience and Necessity for the
Kootenay River Crossing Upgrade Project
Request for Further Extension to Compliance Filing
According to British Columbia Utilities Commission (Commission) Order C-9-10 granting the Certificate of Public Convenience and Necessity for the Kootenay River Crossing Project, FEI was to submit a Report specifying details related to the project status, budget, schedule, risk analysis and contracts with the Horizontal Directional Drilling contractor. On April 26, 2011, FEI filed a letter requesting a time extension which the Commission extended to July 29, 2011, along with the request that FEI submit an Interim Report by May 6, 2011, which it did. FEI continues to work towards conclusion of key contract negotiations and on July 18, 2011, submitted a letter requesting a further extension for filing of the complete Compliance Report to September 15, 2011.
By this letter the Commission hereby extends the filing deadline to September 15, 2011.
Yours truly,
Alanna Gillis
