Re:  British Columbia Hydro and Power Authority

Tappenvale Farm Stray Voltage Complaint

 

The British Columbia Utilities Commission (Commission) has received the letter dated September 22, 2011 from Bill and Jill Kennedy of Tappenvale Farm, with an attached letter from British Columbia Hydro and Power Authority (BC Hydro) dated September 8, 2011 and a letter from the Kennedys to BC Hydro dated July 20, 2011 (Exhibit B-32).  The Commission has also received the letter from BC Hydro dated September 28, 2011 which enclosed BC Hydro’s Tappenvale Farm Stray Voltage and System Neutral Tests Report dated June 14, 2011 (Report) (Exhibit C1-21).

 

To assist the Commission evaluate the Report, BC Hydro is requested to provide a description of the configuration of the electrical system at the farm when the tests were done.  Was the Variable Threshold Neutral Isolator in or out of service? Was the isolation transformer in or out of service? Also, how did BC Hydro measure the bonding conductor resistances and the utility system neutral resistance?

 

The letters indicate that BC Hydro is not prepared to make further changes to its distribution system as requested by Tappenvale Farm, or to reimburse Tappenvale Farm for its costs. Tappenvale Farm reluctantly accepts that decision, and requests that the Commission terminate the inquiry into its Complaint without further process. BC Hydro supports this approach.

 

Therefore, subject to BC Hydro providing the information requested above, the Commission terminates the inquiry regarding the Tappenvale Farm Stray Voltage Complaint. A considerable amount of information has been generated in this inquiry, and the Commission will retain the evidentiary record to date in its files so that it will be available for future reference if needed.
