in the Application by FortisBC Energy Inc. for a Certificate of Public Convenience and Necessity

for Constructing and Operating a Compressed Natural Gas Refuelling Station at BFI Canada Inc.

O  R  D  E  R

WHEREAS:

 

A.      On February 29, 2012, FortisBC Energy Inc.(FEI) applied to the British Columbia Utilities Commission (Commission), pursuant to sections 45 and 46 of the Utilities Commission Act (the Act), for a Certificate of Public Convenience and Necessity (CPCN) for constructing and operating a Compressed Natural Gas refuelling station at the premises of BFI Canada Inc. (BFI) located in Coquitlam, British Columbia (the BFI Application);

B.      By Order G-23-12 dated March 2, 2012, the Commission established a written hearing process for its review of the BFI Application;

C.      The Commission issued Order C-6-12 dated April 30, 2012 approving the CPCN;

D.      The following Interveners filed applications for Participant Assistance/Cost Award  (PACA) funding:

         Commercial Energy Consumers Association of BC (CEC) filed April 27, 2012;

         BC Sustainable Energy Association (BCSEA) filed May 7, 2012;

         British Columbia Old Age Pensioners’ Organization et al (BCOAPO) filed May 30, 2012;

E.       By letter dated June 11, 2012 to the Commission, FEI indicated it had no comments regarding the PACA amounts applied for, so long as the Commission had no concerns;

F.       The Commission has reviewed the PACA applications with regard to the criteria and rates set out in the PACA Guidelines in Commission Order G-72-07 and has concluded that PACA funding should be awarded to CEC, BCSEA and BCOAPO in the amounts set out in the applications.

 

NOW THEREFORE the Commission orders as follows:

 

1.       Pursuant to section 118 (1) of the Act, the Commission awards funds in the following amounts with respect to the participants for their participation in the BFI Application proceeding:

2.    FEI is directed to reimburse the above noted participants for the award amounts in a timely manner.
