O R D E R
WHEREAS:
A. On May 30, 2012, Pacific Northern Gas Ltd. (PNG) applied to the British Columbia Utilities Commission (Commission) for approval of a Revised Firm and Interruptible Gas Transportation Service Agreement between PNG and LNG Partners, LLC (TSA Application);
B. By letter dated June 20, 2012, the Commission invited the interveners registered in PNG’s 2012 revenue requirements application to provide their comments regarding the TSA Application;
C. The British Columbia Public Interest Advocacy Centre, on behalf of the British Columbia Pensioners’ and Seniors’ Organization et al. (BCPSO) submitted comments in respect of the TSA Application in a letter dated June 26, 2012;
D. PNG responded to BCPSO’s comments in a letter to the Commission dated June 27, 2012;
E. The Commission issued Order G-89-12 dated June 28, 2012 approving the TSA Application;
F. On July 27, 2012, BCPSO submitted a Participant Assistance/Cost Award (PACA) application in regard to its participation in the review of the TSA Application;
G. By email dated July 27, 2012, PNG advised that it is of the view that the BCPSO PACA application is reasonable;
H. The Commission has reviewed the PACA application with regard to the criteria and rates set out in the PACA Guidelines established in Commission Order G-72-07 together with the comments from PNG and concluded that PACA funding should be awarded to BCPSO in the amount set out in the application.
NOW THEREFORE the Commission orders as follows:
1. Pursuant to section 118 (1) of the Utilities Commission Act, the Commission awards funds in the amount of $2,058.00 to BCPSO with respect to its participation in the review of TSA Application.
2. PNG is directed to reimburse BCPSO for the amount that has been awarded in a timely manner.
