O R D E R
WHEREAS:
A. On March 12, 2004, the British Columbia Utilities Commission (Commission) issued Order G-25-04 and accompanying Reasons for Decision and approved the mechanism for all Commodity Providers participating in the Customer Choice Program, including FortisBC Energy Inc. (FEI) in its role as Commodity Provider, to provide Receipt Point Fuel Gas;
B. The applicable Receipt Points are Huntingdon Pool (Huntingdon), Compressor Station 2 (Station 2) and AECO NIT (AECO) as defined in FEI’s Rate Schedule 36 – Commodity Unbundling Service;
C. In Commission Letter L-49-08 dated October 10, 2008, the Commission requested that FEI submit a report on fuel gas consumption and collection, and any requests for changes to Receipt Point Fuel Gas Percentages by September 1 of each year;
D. On August 27, 2012, FEI applied to the Commission to leave the Receipt Point Fuel Gas Percentages for deliveries by commodity providers unchanged at 3.1 percent for deliveries at Station 2, 1.0 percent for deliveries at AECO, and 0 percent for deliveries at Huntingdon effective November 1, 2012;
E. The Commission has determined that the request to leave Receipt Point Fuel Gas Percentages unchanged effective November 1, 2012 should be approved.
NOW THEREFORE pursuant to Section 60 of the Utilities Commission Act, the Commission approves Receipt Point Fuel Gas Percentages of 3.1 percent for deliveries at Station 2, 1.0 percent for deliveries at AECO, and 0 percent for deliveries at Huntingdon for the gas contract year commencing November 1, 2012.
